- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #0017609. The provisions and clauses incorporated are those in effect through Federal Acquisition Circular #97-25.This solicitation is under the Simplified Acquisition Procedures (SAP). The North America Industry Classification System (NAICS)Code is 421490. The Government has a need for the following Brand name-SceneScope UV- Imager System: (1 Ea.) SC-1W-2F-80 SceneScope Reflective Ultraviolet System with Video Accessories. Requirements/Specifications:UV grade 80mm Quartz lens with close up accessory and broadband short-wave UV filter, View/intensifier unit with handle, "AA batteries (40> hrs. continuous use) and military grade ocular (10x)., UV portable lamp with one wavelengths 254nm with handle, 12 V DC (2) for the above lamp with charger, Two high quality interference bandpass filters, 254nm narrow bandpass and 254nm medium bandpass, stacking of the two filters is required for outdoor use, Camera adapter for user provided 35mm camera with a 50mm lens. Adjustable laser pointer with viewing unit adapter, Heavy duty tripod, Flexible arm with two rugged clamps, UV protected glasses, Shoulder straps and waist belt, Ultra-rugged carrying case with wheels and pull out handle, High resolution head mounted display, Video camera, high resolution, high sensitivity, special format for wide field crime scene viewing, Connector box with out put to video goggles as well as video monitor or printer. 12 Volt DC battery for video goggles/camera plus charger. (1 Ea.) Scene-Grabber-customized Nikon FM2 camera body for recording of 254nm reflected images directly to UV sensitive film. (1 Ea.) SceneScope : Requirements/Specifications: UV grade 80mm Quartz lens with close up accessory and broadband short-wave UV filter, Viewer/Intensifier unit with handle, "AA" batteries(>40 hrs continuous use) and military grade ocular(10x), UV portable lamp 254nm, runs on 4 "AA batteries., One high quality interference narrow bandpass filter (254), Camera adapter for user provided 35mm with a 50mm lens. Flat shield adaption to unit for UV protection and full face shield. UV protective glasses. 12 V/4W 254nm UV lamp for fingerprint detection w/handle. 12 V DC batteries for 4 W UV lamp. Ultra-rugged carrying case with wheels and pull-out handle. The above characteristics are intended to be descriptive, but not restricted. Unless clearly marked that the vendor is quoting on an "equal" the offered item shall be considered as the brand name product referenced in this announcement. If the vendor proposed to furnish an "equal" product the brand name if any, of the product to be furnished shall be inserted on the proposal. The evaluation of the quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. To ensure sufficient information is available, the vendor must furnish as a part of his quotation all descriptive material (such as cuts, illustrations, drawings or other information) necessary for the purchasing activity to determine whether the product meets the salient characteristics of the requirement. If the vendor proposed to modify a product so as to make it conform to the requirement of this announcement he shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. The government reserves the right to request product samples which can be tested for compatibility. A Standard Commercial warranty is required. FOB-Destination -- Cheverly, MD. The Government will award to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered.
