Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) for one (1) each 200 Watt Continuous Wave Neodymium Yttrium Aluminum Garnet Laser. The laser must provide 200 W at 1064 NM with a random polarization state, nominal beam divergence less than or equal to 12 MR and a maximum beam diameter of 6 MM. CW wave operations must provide 200 W, and must be stable to < 3% RMS. The intended application requires sudden changes in laser power level, and stable operation at low power levels that approach extinction. Q-switching adjustable over the range from 2-10 KHz must accommodate the changes in laser power via computer control. Q-switching must be able to hold off power up to 200 W. Capablilites for relative power measurement and display during operations, as well as total beam power measurements when processing has been interrupted are required. The ability to adjust the beam focus size at the workpiece must be continuously adjustable from 2X-8X. A folded metal dust enclosure for the laser must be provided. Power supply is to operate at 220+- 10% VAC, 3-phase at 60 Hz. The power station must serve as a constant source for the arc lamp, have an external computer interface, and provide an emergency stop capability. A detailed operations manual with electrical schematics for the system must be provided. The system must operate with cooling water provided at pressures greater that 35 PSI, a nominal flow rate of 30 l/min, and a temperature of 15 degrees C. Finally, electrical, mechanical, optical, and software interfaces must be compatible with existing MSFC equipment and control/data logging systems. Interface details will be provided upon request. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from Lee Laser, 7605 Presidents Dr. Orlando, FL 32809. Sole source procurement is IAW FAR 13.106, i.e., acquisition is determined to be reasonably availabe only from one source. Competition is impractical based upon (1) Inteface requirements with existing mechanical, electronic, and software of MSFC's Electrostatic Levitator Facility; (2) Time and expense required to design and implement interface with an alternate system would adversely impact ESL's ability to support activity schedules of several Microgravity Flight Definition Projects. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 10, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
