- 1. This is a combined synopsis/solicitation for commercial items = prepared in accordance with the format in Subpart 12.6 of the FAR, as = supplemented with additional information included in this notice. This = announcement constitutes the only solicitation; quotes are being = requested and a written solicitation will not be issued. The = solicitation number is NAMA-01-Q-0015 and is issued as a request for = quotation. This solicitation document and incorporated provisions and = clauses those in effect through Federal Acquisition Circular 97-25. = This acquisition is set aside 100% for small businesses. The NAICS = code and the small business size standard for this procurement are = 421490 and 100 employees, respectively. The quoter must state in their = quotation their size status for this procurement. All qualified = responsible business sources may submit a quotation, which will be = considered by the agency. All quotes must include pricing for each of = the CLINS identified below. This requirement is for a Flat-Bed Scanner = along with other items listed below, to be used at the National = Archives in College Park Maryland and must meet the following = specifications: CLIN 0001: Fuji C-550 Sprint Scanner or Equal. Qty. 1 EA. CLIN 0002: = Oneac Power Line Conditioner or Equal. Qty 1 EA. CLIN 0003: Set-up, = Installation, and Training Qty. 1 Lot. CLIN 0004: Customer Support = Agreement ( that extends the six month warranty to a full 12 month = warranty) Qty. 1 Lot. If a quoter offers "equal" products of the brand = name manufacturer, quoters must submit information in accordance with = the FAR Clause 52.211-6, Brand Name or Equal (Aug 99) which is = incorporated by reference. The following salient characteristic will = meet the government's needs: 1) A flatbed scanner with CCD imager to = be used for both reflection and transmission scanning. 2) Ability to = scan line art, grayscale images, and full color images. 3) Ability to = scan both positives and negatives in transmission mode. 4) A minimum = scanning area on platen, for both reflection and transmission scanning, = of 12" x 17" at maximum optical resolution. 5) A minimum optical = resolution of 5000 ppi across the entire platen. 6) Sampling of 16-bits = per channel. 7) A minimum resolvable density range of 3.9 for both = color and grayscale scanning. 8) Scans shall have no noticeable image = noise or other artifacts; for color and grayscale scanning, for = reflection scanning, for scanning positives in transmission mode, and = for scanning negatives in transmission mode. 9) The scanner shall be = able to produce noise-free and artifact-free RGB and grayscale images = while scanning a transmissive black-and-white (i.e. grayscale) step = tablet (Kodak Photographic Step Tablet No. 3 or equivalent) with a = density range of approximately 0.05 to 3.05 in negative mode (i.e. = scanning a negative original and the scanner/software inverts image = polarity). There shall be no noticeable noise or other artifacts in = areas of the image relating to the high density areas of the original. = 10) Scanner software shall be able to work with and output color images = in RGB and LAB modes. 11) Scanner and software shall operate with an = Apple G4 Power Macintosh computer. 12) Scanner shall come with = accessory holders for scanning 35mm slides and negatives, 2 ?" size = film originals of standard still photo formats, and 4" x 5" film = originals. Delivery is required within 30 calendar days from the date = of the order. Delivery will be to the National Archives and Records = Administration Loading Dock, 3301 Metzerott Road, Attention: Steven = Puglia, Room B-810, College Park, MD 20740-6001. Quotations for the = items(s) described above are due by 3:00 p.m. E.S.T. June 28, 2001 and = may be mailed to: National Archives and Records Administration, = Acquisition Services Division (NAA), Attention: Ms. Joan Stewart, 8601 = Adelphi Road, Room 3360, College Park, MD 20740-6001. Quotations must = include solicitation number, FOB terms, proposed delivery schedule, = discount/payment terms, warranty and duration, identification of any = special commercial terms, and must be signed by an authorized company = representative. Quoters must provide the information required by FAR = 52.212-1 Instructions to Offerors-Commercial Items (Mar 00). If the = end product(s) quoted is other than domestic end product(s) as defined = in the clause entitled "Buy American Act -- Supplies, "the quoter must = so state and must list the country of origin. The Representations and = Certifications required by FAR 52.212-3 entitled Offeror's = Representations and Certification -- Commercial Items (Feb 00) may be = obtained via the Internet at www.arnet.gov. FAR 52.212-4, Contract = Terms and Conditions-Commercial Items (May 99) is applicable.
