Description
1. The Joint Staff, in coordination with US Pacific Command (USPACOM -- Host CINC), US Marine Corps (USMC -- Lead Service), and Defense Information Systems Agency (DISA), is seeking industry proposals for Joint Warrior Interoperability Demonstration 2002 (JWID 02). JWID is an integral part of Joint Vision 2020 and Command, Control, Communications, Computers, and Intelligence (C4I) for the Warrior. Planned for execution from 29 April-24 May 2002, JWID 02 will demonstrate off-the-shelf and new/evolving technologies that solve Command, Control, Communications, Computer, and Intelligence, Surveillance and Reconnaissance (C4ISR) interoperability issues for the warfighter. JWID 02 will operate within a Coalition Task Force (CTF) environment. The governing publication for JWIDs is CJCS Instruction 6260.01 and can be accessed via the JWID web site. Demonstrations will be selected based on their potential to satisfy stated detailed objectives. 2. JWID 02 will be focused on challenges to Global Information Grid (GIG) support to the warfighter. The JWID Senior Management Group (SMG) will select a limited number of industry proposals to be demonstrations based on whether they meet one or more detailed objectives listed in paragraph 6, and how well they address the considerations in paragraph 8. All demonstrations selected will be provided an assessment. The following criteria are required of all demonstrations: a. The demonstration addresses one or more JWID 02 detailed objectives in paragraph 6. b. The submitter commits to demonstrate at one or more approved JWID sites. c. The submitter commits to fully resource the demonstration (funding, personnel, training, hardware, software, etc.) for JWID 02. Note: JWID funds will not be provided for demonstrations. 3. Those demonstrations selected by the SMG will divided into Tier 1 and Tier 2 categories. a. Tier 1 demonstrations will satisfy both of the following criteria in addition to the meeting one or more objectives in paragraph 6: (1) The demonstration has a government sponsor willing to assume PMO responsibilities if the demonstration is selected as a Gold Nugget. (2) The demonstration proposal and demonstration plan have both an OV-1 (high-level operational concept graphic) and an SV-1 (systems interchange description) referenced to the C4ISR Architecture Framework v2.0 (available at http://www.c3i.osd.mil/org/cio/i3/AWG_Digital_Library/pdfdocs/fw.pdf). b. Tier 2 demonstrations are all other demonstrations meeting one or more objectives in paragraph 6 that do not meet the criteria of a Tier 1 demonstration. Submitters must categorize their proposals as either Tier 1 or Tier 2 to be initially considered. c. The JWID SMG may reclassify Tier 1 demonstrations as Tier 2 based on review and analysis of proposals by JITC. Warfighters will provide an assessment of potential operational utility of all selected proposals during JWID execution. 4. Gold Nuggets may be selected from Tier 1 demonstrations by the JWID SMG for accelerated procurement to selected DOD organizations if they (1) are capable of delivery six months after selection as a Gold Nugget; (2) are jointly applicable (can be supported by at least three Services); and (3) are satisfactorily assessed using the criteria listed in paragraph 8. 5. Operational environment (simulated): The JWID 02 operational context for warfighter assessment of demonstrations will consist of a United States-led coalition operation with one CTF staff conducting simulated combined operations at the CINC, component, and force execution levels. The scenario will consist of one or more of the following phases: preparation, establishing conditions for decisive operations, decisive operations, and transition to peacetime. Coalition forces may face asymmetric threats. The scenario will be further developed and tailored to support demonstration assessment. 6. JWID 02 objectives. There are 20 detailed objectives organized under five capstone statements: a. Demonstrate Warfighter Interoperability between Joint and Coalition Forces: 1. Demonstrate the ability to support CTF/JTF operations in a multi-level security and releaseability environment that a) supports sharing and exchange of intelligence information; logistics (to include medical) information; fire support information; COP track exchange; email /messaging; and/or collaborative planning tools; and b) addresses web-based environments and/or structured messages (e.g., OTH-G or USMTF). 2. Demonstrate ability for CTF/JTF to interoperate with NGOs (voice, video & data). 3. Demonstrate multiple language interoperability in same or multiple levels of security. b. Demonstrate the capability to synthesize and present information to Decision Makers: 1. Demonstrate the ability to provide the CTF/JTF with real time logistics situational awareness, Total Asset Visibility, In-Transit Visibility, and a common logistics operating picture. 2. Demonstrate In-transit visibility of personnel arriving and departing the CTF/JTF theater, in a joint/coalition environment. 3. Demonstrate the capability to facilitate e-mail prioritization and screening, using an MS Exchange environment. c. Demonstrate the capability to harness the GIG with adequate capacity, resilience, and network management capability to support the 21st century knowledge warrior: 1. Demonstrate a small-footprint, shelterized capability that provides a highly mobile secure multi-band C4I network gateway to DoD Teleports. 2. Demonstrate a secure wireless Ethernet LAN capability at the GENSER level. 3. Demonstrate a Performance Enhancement Proxy (PEP) to increase TCP throughput over SATCOM transmission media. d. Demonstrate the capability to conduct distributive collaborative planning to enhance joint and combined operations: 1. Demonstrate a template to support a CTF/JTF and Component Headquarters that utilizes email, newsgroups, WebPages, electronic meeting support, groupware, audio conferencing, video conferencing and other tools to support coalition operations, using DCTS, Digital Dashboard, and Team Folders as a base. Template should support multi-level / releaseability environments. e. Demonstrate capability to command and control joint and combined operations: 1. Provide decision support tools for joint and combined operations. 2. Provide data and information dissemination to support the decision-making process. 3. Demonstrate the ability to exploit real-time situational awareness of logistics assets by allowing users to submit requisitions that cross service components. 4. Demonstrate a military convoy management system. 5. Demonstrate solutions that assist in the target engagement and allocation decision process. 6. Demonstrate solutions that integrate near-real-time and real-time tactical pictures (including air, land, sea, and space tracks) while resolving network load, latency, and information overload issues. 7. Demonstrate a single integrated air picture. 8. Demonstrate capability to merge/create a digital fire support system for joint environment. 9. Demonstrate ability to exchange TBMCS data with AFATDS. 10. Demonstrate solutions to perform data synchronization across C2 (i.e., GCCS-based) systems and Fire Support/Control systems (e.g., AFATDS, NFCS, etc.). 7. Further details on the technical challenges associated with the JWID 02 objectives can be accessed on the JWID web site http://www.jwid.js.mil. 8. JWID 02 assessment criteria. The following criteria will be used by the JWID SMG to both evaluate and select proposals as demonstrations and select potential gold nuggets: a. Joint interoperability and application of the demo: 1. Does the demonstration support more than one service/agency? 2. Is it interoperable with one or more existing systems? b. Support to the joint warfighter: 1. How does the demonstration enhance the capability of the joint warrior? 2. For repeat demonstrations, what is the improved operational utility and/or maturity? c. Combined/coalition application of the demo. d. Maturity: 1. Can this system be fielded immediately (within six months of JWID 02 completion), near-term (12-24 months), mid-term (24-48 months), or far-term (beyond 48 months)? 2. Is the system JTA compliant? 3. Is the system NIAP compliant, if applicable? 4. Is the system NSA/SABI certified, if applicable? 5. Is the system DII-COE compliant? If so, to what level? 6. Is the system currently available on US Government Contract? If so, state the contract vehicle. 7. Does the system have a C4ISP to define how it interfaces with other DoD systems? 8. What type of documentation has been made available? e. Executability. Can this demonstration be executed within the JWID timeframe and the JWID framework? f. Leave-behind potential of the demo. 1. Is there a leave-behind at the end of the JWID execution period? 2. Is the leave-behind supportable (e.g., is training, manpower, maintenance, integrated logistics support [ILS] available)? 3. Is there a government cost associated with the leave-behind? g. Innovation (technology, procedures, etc). h. Cost. 9. Final JWID 02 demonstration sites will be determined by the JWID SMG and Coalition Partners. The USPACOM site will be Camp Smith, HI. Expected Service sites are as follows: Marine Corps: NSWC Dahlgren, VA; Army site: NSWC Dahlgren, VA; Navy: SPAWAR, San Diego, CA; and Air Force: Hurlburt Field, FL. Demonstration submitters committing to multiple sites increase demonstration visibility and broaden the opportunity for warfighter/technical assessment. 10. Critical milestones. Subject to changes, these milestones are to be used for planning purposes: a. Demonstration proposals due 45 days after publishing; b. Demonstrations selected by 30 Aug 01; c. Draft demonstration plans due 1 Oct 01; d. Initial planning conference 22-25 Oct 01 @ Virginia Beach, VA; e. Mid-term planning conference 10-14 Dec 01 @ Virginia Beach, VA; f. Final demonstration plans due 15 Feb 02; g. Final planning conference 04-08 Mar 02 @ Virginia Beach, VA; h. JWID 02 execution period 29 Apr-24 May 02; (1) Demonstration set up 29 Apr-02 May 02; (2) Rehearsal 05-10 May 02; (3) Demonstration assessment 13-24 May 02. 11. Assessment Procedures: Demonstrations will be assessed on the criteria listed in paragraph 8, technical merits, functional performance, and warfighting effectiveness. DOD decision-makers use JWID assessments to aid in the development and identification of new and relevant technologies to enhance C4I for the Warrior. JWID demonstration assessments perform a critical role in providing feedback to the demonstration sponsor/provider and may be used to make funding and rapid distribution recommendations. Tier 1 demonstrations may receive a more rigorous assessment than the Tier 2 demos. 12. Administrative requirements: a. Do not submit proprietary information. All information submitted will be considered and handled as non-proprietary. b. Unclassified and classified networks will be used. Industry participants will require a minimum of DOD SECRET clearance to participate in JWID 02. The principal network that demonstrations will use will be at a combined SECRET-releasable security level. c. Military personnel, as opposed to industry or civilian personnel, will operate the demonstration during assessments. Industry must provide required training at each JWID 02 site where their demonstration is located. JWID funds will not be provided for training. d. Using the timeline in paragraph 10, submitters will submit a proposal consisting of a one-page summary with up to five-page expansion that will be used for initial selection, describing how the proposal addresses the detailed objectives of paragraph 6 and the criteria of paragraph 8. e. By 1 Oct 01, submitters with demonstrations selected for participation will be required to provide a draft demonstration plan not to exceed 15 pages. f. Demonstrators will be required to provide on-site technical and operational representation throughout all JWID 02 planning conferences and execution phases. JWID funds will not be used. Formats for proposals and plans are provided on the JWID web site (http://www.jwid.js.mil). h. Proposals and demonstration plans will be submitted electronically using either MS Office 97 or MS Office 2000. Submissions (complete e-mail packages) must be no more than 5MB. Compression (zipped) is highly recommended. If used, acceptable compression and encoding software is PKZIP, WINZIP, or MIME. If files cannot be compressed to 5MB or less, demonstration submitters may mail/ship zipped disks or compact disks to the location below. Do not ship/mail paper copies, as they will not be considered. i. Submission procedures: submit unclassified proposals to the JWID JPO, email address jwid@langley.af.mil. A unique file name must be assigned to proposal prior to submitting (do not use "JWID" or "JWID02" for your file name). The JWID JPO will assign a tracking number to each submitted proposal and forward an acknowledgment to your POC via electronic mail within 3 business days of receipt.
