This is a combined synopsis/solicitation and notice of intent for = commercial items prepared in accordance with the format in FAR Subpart = 12.6, as supplemented with additional information included in this = notice. This announcement constitutes the only solicitation; quotes = are being requested and a written solicitation will not be issued. = This solicitation is issued as a Request For Quote (RFQ), solicitation = number F0561101T0323 in accordance with FAR Parts 12 & 13. This = solicitation document and incorporated provisions and clauses are those = in effect through Federal Acquisition Circular 97-27. The Standard = Industrial Classification Number is 8732, the North American Industrial = Classification System (NAICS) number is 541720 and the business size = standard is $5M. This is an approved sole source acquisition action as = authorized by AFFAR SUPP 5313.106. This is a small business-small = purchase set aside requirement. All interested small business sources = , to include women owned and disabled veteran owned businesses may = identify their service by submitting a complete quote, to include = pricing data, and an accurate description of the service offered, in = accordance with the instructions listed below. In the event that = offers other than the offer from the approved sole source below are = received, this solicitation will be amended to address evaluation = criteria limited to past performance and price. If no favorable = responses are received by the 28 Jun 01 close-out date, a purchase = order will be negotiated with the source named below. The United = States Air Force Academy, CO has an approved sole-source requirement = for the Colorado Natural Heritage Program (CNHP), a sponsored program = of Colorado State University to survey, map and report the occurrence = of noxious weeds on 18,455 acres of the USAF Academy, CO, north of = Colorado Springs, Colorado; and on 655 acres at Farish Recreation Area = outside of Woodland Park, CO. Price to include the following: The = contractor shall survey and map the occurrence of noxious weeds on the = Academy and Farish using the protocols of the Montana Noxious Weed = Survey and Mapping System, including any modifications suggested by the = Colorado State Weed Coordinator. The weed species' to be mapped shall = include those listed by the state as a high priority, as well as any = additional species' of concern to the El Paso County Weed Coordinator = or Academy Natural Resources personnel. The Contractor shall document = each weed location and delineate the boundary using a Global = Positioning System (GPS) or by manually digitizing into a Geographic = Information System (GIS). All GIS products shall: be delivered as = ArcInfo coverages; must match projection and coordinate systems of = existing GIS data already in place at the Air Force Academy; be = delivered in Colorado Central State Plane Coordinates (NAD 83); be = Spatial Data Standards (SDS) compliant according to the most current = version utilized at the time of development. The Contractor shall be = required to obtain and remain current with the SDS standards from the = CADD/GIS Technology Center, U.S. Army Engineering Research and = Development Center. The Contractor shall create initial database = tables using the generator function of the SDS software, and during the = requirement identification phase, finalize data fields to be included = in coverages and data tables. In all cases, attribute data shall be = placed in a separate database and NOT as a part of the ArcInfo = coverage. Linkage between the coverage INFO table and Microsoft Access = data tables shall be made by a common field in the coverage INFO table = and Microsoft Access data table. The contractor shall provide Metadata = for each specific ArcInfo coverage using CorpMet95 Metadata software = for generation of the metadata information. Contractor shall populate = all required and customer identified fields. The Contractor shall = conduct spring, summer, and fall surveys to increase the likelihood of = identifying weed infestations at various phenological stages. The = Contractor shall collect digital photographs of representative = infestations of each weed species identified on the Academy and Farish. = These photographs shall be attributed to the GIS coverage. The = Contractor shall collect, identify, and permanently mount specimens of = each mapped weed species for future reference. The Contractor shall = prepare a final report that summarizes the findings of the weed survey = and explains the methods of data collection. The report shall also = describe any adverse natural resources impacts observed from the weed = infestations and shall make recommendations on prioritizing areas for = weed control.
