- Naval Researach Laboratory intends to award to Georgia Tech Research Institute (GTRI), on other than full and open competitive basis, for sevices to upgrade the Finite Difference Time Domain (FDTD) computer programs in order to add a resonant Lorentzian model to the electric permittivity and the magnetic permeablility.
