Description
The United States Department of Labor is looking for qualified vendors to provide full preventive maintenance and repair services on the Siemens Building Technologies System 600 Building Automation System at the U.S. Department of Labor Frances Perkins Building, located at 200 Constitution Ave. NW, Washington DC. All work shall be provided by technicians and engineers trained and certified by the manufacturer, Siemens Building Technologies. All replacement and upgrade materials must be provided by the Siemens Building Technologies factory and be provided with a full factory warranty. The contractor will provide the following services: (1) Provide all management and supervision necessary to plan and coordinate an effective maintenance, repair, diagnostic and inspection program that meets all manufactures specifications and requirements. (2) Quarterly data back up of all field panels' database and programs and store off-site. (3) Quarterly back up of Insight server workstation database and store off-site. (4) Reload above databases within eight (8) hours as requested by DOL. (5) Provide manufacturer diagnostic maintenance at the manufacturers recommended intervals. (6) Provide component material, replacement parts, and labor for all devices listed below, at no additional cost to DOL. Equipment to include but not limited to: 27 Stand-alone Control Units Siemens Model 3025 32 Digital Point Units Siemens Model 3028 489 Terminal Equipment Units Siemens Model 3031 1 Battery Back-up Siemens Model 9000 1 Telephone Modem Siemens Model 3061 1 Trunk Interface Siemens Model 3116 1 Insight TM for PC Siemens 1 PC Workstation Dell The Siemens Building Technologies factory or its local branch must certify all replacement parts as authorized replacement parts. (7) Contractor shall provide all troubleshooting and testing of LAN's associated with the Siemens systems in the event of communication problems, and provide DOL the results. (8) Provide all upgrades to the Insight graphics workstation and field panel software/firmware whenever an upgrade is available from the manufacturer. Provide release notes for each upgrade and a minimum of eight (8) hours of training on the content of the upgrade. All interested parties who believe they meet this requirement are invited to submit in writing, within 30 days of this publication of this notice, complete information describing their ability to provide these services. Vendor's interested in performing this project must submit a Statement of Qualifications/Capabilities Statement which identifies the vendor's experience in the performance of preventative maintenance and repair service the same or similar to the one to be performed. THE STATEMENT OF QUALIFICATIONS MUST BE PROVIDED IN TRIPLICATE, AND TRANSMITTED UNDER A COVER LETTER. The cover letter must cite the number of this market survey (RFI T.N. 01-35), and it must state whether the respondent is a large, small or 8(a) business concern. Respondents that are small business concerns must also state whether they are small disadvantaged business and/or small woman-owned businesses. The closing date for the receipt of responses is July 13, 2001.
