- This is a sources sought synopsis. There is no solicitation available at this time. This is not a request for proposals, though request for the Statement of Work (SOW) will be accepted through 29 June 2001. This synopsis is for information and planning purposes and does not in its issuance restrict the Government as to the ultimate acquisition approach. The Government will not reimburse any contractor for any cost associated with preparing or submitting a response to to this request. (1) The Acquisition Deskbook was originally intended to be a centralized repository for formal acquisition policy and for the collection of best practices, lessons learned, courses, templates, recipes, rules of thumb, and other informal/discretionary information that is used to implement policy and manage programs. Information on the Deskbook freguently became stale under this approach. The Department is therefore adopting a new decentralized approach using principles of knowledge management. This approach will promote and nurture knowledge assets and knowledge management communities of practice (CoPs) -- networks of people held together by a common purpose, who share and learn from one another. (2) The new Deskbook (hereafter referred to as Deskbook-2001) will be a knowledge asset within the Acquisition Knowledge Management System -- it will be the virtual reference library for all mandatory acquisition and logistics policies. In its final configuration, the Deskbook-2001 will evolve into a virtual reference library that uses complex, robust, search engines and other data mining techniques to locate requested information and link the users to that data. (3) The purpose of this request for information (RFI) is to elicit feedback from industry on the draft performance requirements the Department has developed for the Deskbook-2001. As stated they may be either too difficult given the state of current technology or, alternatively, may understate performance easily achievable within the state of current technology. Alternate solutions for the draft requirements may be provided and cost/trade-offs for performance may be offered. It is important that all firms interested in this requirement are registered in the Central Contractor Registration (CCR), website http://www.ccr.dlsc.dla.mil/. A DUNS number is required for registration.
