- Description
- Pre-qualification for the operation and management of Mail = Transport Equipment Service Centers (MTESC). The Postal Service is in = the process of competing two of the MTESC contracts. A total of four = (4) sites out of a total of 22 sites currently in the network will be = part of this acquisition. The location of the four sites is Los = Angeles, CA, Secaucus, NJ, Chicago, IL. and Greensboro, NC. These = sites are designed to support repair of Mail Transport Equipment (MTE) = and will be part of an established network formed to ensure that = adequate, timely, and high quality MTE is available to USPS Processing = and Distribution Centers, Bulk Mail Centers and their customers. The = MTESC network provides an efficient means of continuously improving the = management of Mail Transport Equipment processing, repair, and = redistribution functions. Replacement parts and transportation will be = provided by the Postal Service. Contractors will be required to staff = and efficiently operate the MTESCs in accordance with the requirements = of the Statement of Work (SOW). MTE currently consists of any = container enclosing mail, or holding other containers enclosing mail = during processing or transportation. This includes mailbags and = pouches, trays, tray sleeves and lids; pallets and pallet mounted = cardboard boxes; rolling stock (hand propelled, wheeled containers) and = other miscellaneous items. Trailers used to transport mail over the = roads are not a part of this acquisition. The USPS intends to = pre-qualify an adequate number of suppliers whose record of performance = in the marketplace (commercial or governmental or both) have = demonstrated their ability to consistently perform to high standards of = quality and reliability. Suppliers seeking to be pre-qualified must = demonstrate their ability to perform to consistently high standards = through records of excellent past performance. Quality may be = demonstrated by previously providing high quality supplies or services, = and by maintaining a documented quality system. Reliability may be = demonstrated through consistent on time delivery. Past performance is = an important and essential pre-qualification criteria. Also, financial = capabilities and general, overall business relations of a potential = supplier are a key part of quality and reliability. The = pre-qualification package will contain a description of the anticipated = work requirements and the evaluation considerations that will be used = to pre-qualify. The pre-qualification submission requirements may be = obtained from the FebBizOpps web site on or before June 29, 2001. No = phone calls will be accepted. Suppliers are highly encouraged to = request the pre-qualification package via email. Pre-qualification = package will be due by 1:00 PM (EST) July 30, 2001. After July 30, = 2001, no requests will be accepted. Pre-qualification does not = constitute a contract award. The Postal Service is pre-qualifying = suppliers so that only an adequate number of the best-qualified = suppliers are available to compete for future contract(s). Offerors = and incumbent suppliers who have previously been pre-qualified must = re-apply. Competitors of the Postal Service are not eligible for this = pre-qualification process. The Contracting Officer will ensure that = all interested suppliers are evaluated and treated fairly.
