Description
The Federal Bureau of Prisons, Western Regional Office has a requirement to A Dental Hygiene Services to the inmate population at the Federal Detention Center, 2425 S. 200TH Street., Seatac, WA 98198. The objective of the contract will be to provide Dental Hygienist services to the inmate population at the FDC Seatac. The services shall be provided to a population of approximately 750 federal inmates. These services include the establishment of a preventive dental health program to educate the general inmate population. Services shall include but be limited to the development and monitoring of a continuous quality improvement program to evaluate and improve the effectiveness of the oral health program. This shall include analyzing data and preparing reports, developing and administering a periodontal recall system and maintaining current information on new treatment modalities. The contractor shall provide therapeutic and preventive procedures for ambulatory and non-ambulatory inmates in all classifications of periodontal disease, regardless of their physical and mental condition. The contractor shall be responsible for the preparation of dental hygiene treatment plans and sequence of appointments needed to complete treatment. The contract shall perform specific advance dental hygiene pr4ocedures, such as root planning and curettage under local anesthesia, polishing and finishing amalgam restorations, and inserting temporary restorations in teeth. The contractor shall perform initial dental screening examination and charting of normal and abnormal oral hard and soft tissues; applies topical fluoride and desensitizing agents where indicated and practices infectious control as dictated by OSHA guidelines. The contractor shall be able to take, develop, and mount dental intraoral and planographic radiographs. This requirement is a small business set aside. The Contractor must posses a current license from the State of Washington as a dental hygienist. The Contractor shall provide the services to the Bureau of Prisons, Monday through Friday, between the hours of 0700 to 1530. A six hour work schedule is defined as one session. Five (5) sessions shall be required per week. The Contractor shall be allowed a two week vacation. The services shall not exceed 30 hours per week. The Contractor shall be subject to the Bureau of Prison's all security and background checks. It is estimated that three hundred sessions shall be required per year. All Request for Quotation shall be evaluated in accordance with the following factors: Past Experience, Price and Technical Expertise. The contractor shall not be required to provide services on Federal holidays. The anticipated date of award is Oct 01, 2001. The anticipated period of performance is, Base Year: Date of Award through 12 months from award date; Option period #1: 13 months from date of award through 24 months from date of award; Option year #2: 25 months from date of award through 36 months from award date; Option period #3: 37 months from date of award through 48 months from award date; Option Period #4: 49 months from date of award through 60 months from award date.
