Description

The Substance Abuse and Mental Health Services Administration = (SAMHSA), Center for Mental Health Services (CMHS), through the ADP = Acquisitions Branch, Program Support Center (PSC) intends to award a = sole source acquisition to the National Mental Health Association = (NMHA) in Alexandria, VA. for Medicaid-Addressing Mental Health = Dependency Across the States. The purpose of this acquisition is to = outline trends in mental health financing, insufficient Medicaid data, = and state Medicaid appropriations; develop strategies to improve = relationships between mental health advocacy organizations and state = Medicaid offices; identify legislative and regulatory strategies to = improve data collection and support for Medicaid mental health services = at the state level; develop meeting curriculum using information and = creation of state-specific action steps; and summarize two meetings = into a white paper that can be distributed to other states, and = presented at state policy meetings. This proposed requirement for = which the Government intends to solicit only one source and no other = services will satisfy agency requirements, is under the authority 41 = U.S.C. 253(c)(1) and FAR 13.106-1(b). Interested concerns may identify = their interest and submit a capability statement that demonstrates = their ability to provide the services required within 15 days from the = date of publication. Information received will normally be considered = solely for the purpose of determining whether to conduct a competitive = procurement. This notice is not a request for competitive proposals. = No solicitation is available; therefore, requests for such document = will be considered invalid responses. A determination by the = Government not to compete this proposed requirement is solely within = the discretion of the Government. If no affirmative responses are = received, the Contracting Officer will proceed to issue a purchase = order to the NMHA.
