Description
The Department of the Treasury, Departmental Offices, Procurement Services Division, Room 1310G, Suite 400-E, 1500 Pennsylvania Avenue, NW, Washington, DC 20220, is issuing this combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation 12.6, as supplemented with additional information included in this notice, for search/recruitment support services. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. Request for Proposal number is A-01-0012. The incorporated clauses are those in effect through Federal Acquisition Circular 25. This solicitation is open to any responsible and responsive vendor. STATEMENT OF WORK. 1.0 Background. The U. S. Department of the Treasury seeks search/recruitment support services for filling the Assistant Secretary for Management (ASM)/Chief Financial Officer (CFO) position. This position reports directly to the Secretary of the Treasury and Deputy Secretary of the Treasury. The ASM/CFO has authorities and functions pursuant to the Chief Financial Officers Act of 1990 and is the principal policy advisor to the Secretary and Deputy Secretary on matters involving the internal management of the Department and its bureaus. These areas include strategic management (planning and budgeting), financial management, information technology, human resources, procurement, asset management and security. The ASM/CFO oversees all administrative and support services for Departmental headquarters offices. The ASM/CFO is also responsible for administering certain District of Columbia retirement programs and serves as the Department of Treasury's senior EEO Officer. The ASM/CFO serves as the Vice Chair of the Internal Revenue Service Management Board pursuant to Executive Order 13051 and acts as the key departmental spokesperson on strategic and management issues. The Board reviews major issues and serves as an advisory body. The Board includes the IRS Commissioner, representatives of the Office of Management and Budget and other officials. Typically, the ASM/CFO represents the Secretary and the Department on the President's Management Council and has in the past served as the Chief Operations Officer. The ASM/CFO oversees the Treasurer who oversees the U.S. Mint and the Bureau of Engraving and Printing. Additionally, the ASM/CFO oversees the Deputy Chief Financial Officer; Deputy Assistant Secretary for Management and Budget; the Deputy Assistant Secretary for Information Systems and Chief Information Officer; the Deputy Assistant Secretary for Human Resources; the Chief, Management and Administrative Programs; and the Director, Office of D.C. Pensions. The ASM/CFO oversees a staff of approximately 650 employees. The point of duty for the position is Washington, D.C. The maximum statutory salary is Executive Level 4, $125,700. Travel is necessary as required for the position. 2.0 Scope of Work. The contractor shall interview the White House Liaison and if necessary the Secretary, Deputy Secretary and the Acting ASM/Chief Information Officer and the Acting Chief Financial Officer to assess the requirement and determine the qualifications of the individual desired for this position. The position of White House Liaison and the Secretary have final authority on approving search requirements for the position. Mission and functional statements will be provided to the contractor which describe the existing functions of the office, the goals and objectives of the current office and future challenges facing the Department in the functional program areas the position supervises. In particular, the Department is looking for an ASM/CFO who is revolutionary. Treasury requires a leader who understands the world's best practices in management and finance and one who is able to facilitate these practices in a short amount of time. Requirements dictate that Treasury hires someone who can create monumental changes in graceful ways, someone who thinks analytically and conceptually between systems and people. Experience in the private sector is highly desirable and some government exposure is helpful. Experience with multi-billion dollar budgets and someone who is unafraid of numbers and facts is important. Treasury is seeking a highly skilled and experienced leader to accomplish change. Names of available applicants are required within two weeks or less and if the right candidate is not found then a rapid search shall continue. 3.0 Deliverables. 3.1 Schedule. The Contractor shall provide a schedule that details its plan of accomplishment for the individual searches. This plan shall not be in keeping with the Contractor's standard business practices for conducting executive level searches based on the unique requirements outlined above. The contractor shall utilize innovative methods and far reaching searches in executing this requirement. 3.2 Written Profiles. The Contractor shall provide a written profile of the characteristics and qualifications based on the above that a prospective candidate should possess, including private and public sector experiences that would be considered qualifying. Treasury will validate the profile of characteristics and qualifications that make a credible candidate for the identified position and will suggest modifications as necessary. The intent of this is to ensure that the Treasury Department and the Contractor have a common understanding of the requirements of the position. 3.3 List of Candidates. The Contractor shall conduct a focused search for candidates whose skills and experiences align with the profile created. The Contractor shall assess the skills and experiences of interested individuals and determine if the individual is willing to consider this position. The Contractor shall validate the skills and experiences of the applicants and then provide a list of at least five viable candidates. The candidates, who are qualified and desirable, shall be presented as best qualified based on the contractor's evaluation and assessment of the candidate. Treasury will then screen candidates to determine if they meet the necessary requirements of the position. Treasury will schedule interview(s) with acceptable candidate(s). If suitable candidates are not identified in noted timeframes, Treasury reserves the right to terminate the contract or to extend as deemed appropriate. 3.4 Written Assessment. The Contractor shall provide a written assessment of the candidate's experience, qualifications, and skills relative to the profile developed. The summary shall include evidence of reference checks, education levels attained, positions held, and any other relevant information. A list of names shall be provided within two weeks of contract award. 3.5 Daily Reports/Updates. The Contractor shall provide daily reports and updates detailing contractor activities. 4.0 Period of Performance. The period of performance for this contract shall be two weeks from the date of contract award. 5.0 EVALUATION FACTORS. 5.1 Technical/Management Proposal. Offeror shall describe his/her technical capability, experience, and approach to fulfilling agency requirements in accordance with the statement of work. 5.2 Past Performance. Offerors shall submit reference contacts for three related projects (may include Federal, State, and Local Government and Private contracts) within the past five years, to include the name, address, and current telephone number of the reference. Past Performance Factors to be evaluated include timeliness of deliverables, quality of services, customer service, and cost control. Offerors are authorized to provide information on problems encountered, if any, on the identified contracts and the offeror's corrective actions. The Government shall consider this information, as well as information obtained from any other sources, when evaluating the offeror's past performance. If an offeror does not have a record of relevant past performance or information on past performance is not available, the offeror may not be evaluated favorably or unfavorably. 5.3 Price. Offerors shall submit pricing proposals in a separate envelope. This shall be a firm-fixed price contract with pricing submitted as a lump sum. 6.0 AWARD. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Technical/Management Proposal is more important than past performance and price. Past performance is more important than price.
