- Description
- The Office of Transportation and Air Quality of the Environmental Protection Agency (EPA) is soliciting interested organizations to participate with EPA in a Cooperative Research and Development Agreement (CRADA). The objective of the CRADA is to develop and ultimately manufacture portable on-board exhaust emission measurement systems for vehicles equipped with both compression and spark ignition engines. The desired systems will serve to measure real world exhaust emissions in terms of distance specific (g/mi) and brake-specific (g/bhp-hr) emissions from both on-highway and non-road vehicles and equipment, while the vehicles and equipment are actually employed in their intended function. EPA believes there is a significant nationwide market for this type of equipment as an alternative to expensive dynamometer testing in laboratory settings. As part of the CRADA process, EPA may grant a company or companies license(s) to an existing EPA-patented invention, Patent #6,148,656, and to patent applications pending within the context of the Federal Technology Transfer Act (FTTA). Please contact Mr. Matt Spears at the e-mail address below for a copy of the Statement of Work (SOW) and a model CRADA agreement for your review. EPA invites businesses to respond with a proposal in accordance with the instructions included in the SOW. Responses must be received by EPA by 7/18/01. Additionally, if you have any technical questions about the desired family of products, please contact Mr. Matt Spears at 734-214-4921 (fax 734-741-7816, Spears.Matt@epa.gov) or Mr. Arman Tanman at 202-564-9326 (fax 202-565-2057, Tanman.Arman@epa.gov). If you have questions about the agency's FTTA procedures, please contact Mr. Larry Fradkin, EPA's FTTA Coordinator at 513-569-7960, fradkin.larry@epa.gov. For questions about the FTTA or relevant intellectual property statutes, please contact Mr. Alan Ehrlich, EPA's Patent Counsel, at 202-564-5457, ehrlich.alan@epa.gov. The mailing address is, Environmental Protection Agency, Office of Transportation and Air Quality, 1200 Pennsylvania Avenue (6403-J), Washington, D.C. 20460.
