- Description
- The Space and Naval Warfare (SPAWAR) System Command is seeking information pertaining to offerors interested in producing a GPS card for insertion into the Navigation Sensor Systems Interface (NAVSSI). This would be a follow-on acquisition to the GPS VME Receiver Card (GVRC) contract awarded in December 1995. The GPS card must be compatible with NAVSSI, possess full Precise Positioning Service (PPS) capability and incorporate an approved Selective Availability Anti-Spoofing Module (SAASM) security architecture. We anticipate a potential requirement for a minimum of 121 receivers to meet NAVSSI install schedules from 2004 through 2007 with potential options for beyond. Additional receivers could be procured for NAVSSI retrofits, submarine applications, foreign military sales users, and other customers. Procurement options, such as different form-factors and interfaces, to meet the needs of other users are being considered. We are considering a best value competitive commercial item acquisition where offerors would submit a bid sample test unit, provide an oral presentation of the proposal, and written cost estimate. If an acquisition is warranted, SPAWAR intends to award a contract during the middle of FY-02 to procure a limited number of initial units for qualification and integration testing. All sources responding to this RFI should have a DOD secret (or higher) clearance and hold a Communications Security (COMSEC) account, or be eligible to obtain these clearances. SAASM developers must be free from foreign ownership in accordance with the National Industrial Security Program Operating Manual (NISPOM). Assessment on the produceability of SAASM including tamper resistant technology Additional capabilities and functions offered Acquisition Suggestions Suggestions for reducing unwanted or conflicting specification requirements Comments on the government acquisition strategy General comments/questions -- Additional comments/questions welcomed about any aspect of this acquisition Throughout this acquisition process, there will be opportunities for industry to ask questions and provide feedback. The purpose of exchanging information is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhance the Government's ability to obtain quality supplies at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. If we decide to proceed with a competitive acquisition, an industry day will be held shortly after a Request for Proposal is posted. Additional details may be found on our acquisition web-site. This request for information is not a request for proposal and does not represent a commitment on the part of the Government to ultimately issue a request for proposal or award a contract. The Government will not pay for any information provided in response to this RFI. Information provided in response to this RFI will not be used to exclude anyone from responding to a Request for Proposal if an acquisition is warranted. Responses are requested by July 15, 2001.
