- Description
- The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, in accordance with FAR 6.302-1, with Challenge Environmental Systems for the analytical methodology (GC/MS) for analyzing metabolites and/or persistent congeners present in soil (zero contact samples and 24 weeks after anaerobic degradation) that resulted from the degradation of toxaphene under anaerobic conditions. Challenge Environmental Systems has completed a project involving the degradation of toxaphene in soils using anaerobic biodegradation technology applications (Purchase Order No. 9C-R570-NASA). This acquisition will involve the degradation of toxaphene in soils using anaerobic biodegradation technology applications. This project has generated degraded toxaphene residual soil samples which have exhibited mutagenic activity. The Government requires that such soil samples (zero-contact and 24 weeks after anaerobic degradation) be analyzed for toxaphene metabolites and/or congeners using GC/HR-ECNIMS and compared with the results of the toxaphene residuals found in the sediment and/or fish (spot) at the Terry/Dupree Creek site (Region IV). Ames mutagenicity assays of the toxaphene residuals of the Terry/Dupree Creek fish (spot) and/or sediments shall be conducted and compared with the Ames results previously conducted on the 24 week degraded soil samples. In the event the sediment is mutagenic, the contractor shall apply some anaerobic/aerobic methodology (e.g., the patented Xenorwm process) to sediment/fish and/or laboratory soil samples to see if further degradation is possible. Such analyses will ultimately contrast the toxaphene residuals (metabolites/congeners) present in soil with fish and sediment and the mutagenicity of "weathered" toxaphene in soil, sediment and fish. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm believing itself capable of meeting the EPA requirements may submit technical documentation to establish the potential of complying with the requirements. Such documentation must be submitted to the point of contact within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement, based upon responses to this notice, is solely the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS Code is 54171.
