Description
NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation MUST REGISTER ON OUR WEBSITE at https://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. Do not send requests for solicitations to this office. Plans and specifications will be issued on Compact Disk (CD-ROM) and will be provided free of charge. Paper copies of this solicitation will not be available. Description of work: Replace and expand existing aircraft parking apron to provide adequate parking spaces and taxiway for seven C-5 aircraft. Construct approximately 100,000 square meters of new 381-millimeter concrete pavement, along with associated asphalt shoulder pavement. Demolish approximately 45,000 square meters of inadequate airfield pavement. Associated storm drainage and subdrain work. New detention pond. Expand and adjust airfield edge lighting. Construct thirteen high-mast poles to provide apron lighting. Install under apron approximately 1350 meters of 300-millimeter stainless steel aircraft fueling line, with associated apron hydrant pits. Approximately 730 meters new 200-millimeter water line and nine low profile fire hydrants. Options are included in the contract. Offerors are required to submit both price and technical proposal information as stated in the solicitation. The following evaluation criteria will be used for selection: (1) past experience and performance in completing airfield pavement contracts performed in the last five years, and (2) effectiveness of management to successfully manage construction of airfield projects on tightly constrained schedules. The acquisition strategy is a lowest cost technically acceptable request for proposal. Proposals will be received and evaluated on a GO/NO-GO basis. The Government intends to award a contract based upon Low Price Technically Acceptable initial offers received, without discussion of such offers. Each proposal shall contain the offeror's best technical proposal and their best price. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. Award will be made to the technically acceptable lowest price offeror whose price is determined to be fair and reasonable without discussion of such offers. All factors and subfactors are of equal weight. If any subfactor is rated a No-Go, the offeror's proposal will not be acceptable. Pricing will not be scored. Prices submitted will be evaluated only after determination of those offerors submitting acceptable technical proposals based on the Go/No-Go technical evaluation. Pricing information shall be evaluated for reasonableness. The technical proposal will be scored and evaluated utilizing the factors set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that, while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. Options will be included in the contract. Estimated cost range of project is from $10,000,000.00 to $25,000,000.00. Network Analysis System will be required. This solicitation is issued on an unrestricted basis pursuant to the "Business Opportunity Development Reform Act of 1988" (Public Law 100-656). Amendments to this solicitation will be posted on the internet at the above address unless the total amended compressed files are greater than 5 MBYTES, in which case a new CD ROM disk will be issued. For amendments that are only posted on the Internet, SF 30, Amendment of Solicitation/Modification of Contract, and a list of revised specifications and drawings will be mailed to each bidder.
