Description

THIS SOLICITATION IS BEING ISSUED ON AN "UNRESTRICTED" BASIS, INVITING FULL AND OPEN COMPETITION. The project title is "RENOVATIONS TO RUNWAY 119 AND SLIP LINE SANITARY SEWER DRAIN LINES". The work includes milling of existing asphalt runway, new bituminous paving, removal of pavement paint and ruber from existing PCC runway surface, new pavement markings, concrete spall repairs, resealing of concrete joints, sliplining of existing storm drains and incidentl related work. The entire solicitation including plans and specifications, will be available for viewing and downloading from the following Internet Address: http://www.esol.navfac.navy.mil. Prospective offerors are encouraged to register themselves on the web site. The official plan holder's list will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITTION. All inquires and questions pertaining to the solicittion must be submitted via email to the addresss noted above. This solicitation is formtted as a Request for Proposal in accordance with the requirements designated by FAR Part 15 for a negotiated procurement. Award will be accomplished using Best Value Source Selection, price and technical factors considered. Therefore, each initial offer should contain the offeror's best terms from a priced and technical standpoint. Offerors should not assume they would be contacted or afforded an opportunity to quality, discus or revise their propolsals. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions, providing an opportunity for the oferors to revised their proposals. Proposers will be evaluated on Technical Factors which will be included in the Solicitation. A Pre-Proposal Conference date will be noted in the Solicitation. The North American Industrical Classification Systems Code for this solicitation is 234110 -- Highway and Street Construction. The size amount is $27.5M. The estimted price range is $1,000,000 -- $5,000,000.
