Description
Construction Manager as Constructor (CMc) Services are required for the alteration and renovation of the Federal Building located at 536 S. Clark Street in Chicago, IL. The scope of the CMc services under this proposed contract includes Pre-construction Phase Services and a unilateral option for Construction Phase Services. A firm-fixed price contract is contemplated. The Government intends to evaluate price proposals, which are to be evaluated in Stage II, according to the CMc's cost of Pre-construction Phase Services as the base contract and Construction Phase Services as an option. The Government contemplates that the option pricing will be broken down, for evaluation purposes, into prices corresponding to: Construction Phase Construction Management Services, general construction, profit, overhead, daily delay rate, subcontractor commission, and general conditions. A firm-fixed price based upon the general construction services required will be negotiated prior to exercising the Construction Phase Option. The CMc will be competitively chosen using Source Selection Procedures (FAR 15.3). For this procurement, technical factors when combined are significantly more important than cost or price. Project Summary: For the construction portion of this project, the General Services Administration (GSA) proposes to prepare 303,000 rentable square feet of space to house the Department of Justice, Immigration and Naturalization Service, on the Lower Level through 5th Floor of the Federal Building, 536 S. Clark, Chicago, Illinois. Approximately half of the floors (6th through 10th) will remain occupied by various Federal agencies throughout the construction phase. It will be the CMc's responsibility, along with the project team, to phase and coordinate all work around the tenants that are occupying the building during construction. The General Services Administration (GSA) proposes tenant alterations, major structural, mechanical, electrical, and plumbing upgrades to Chicago's 89-year old, 10-story Federal Building to make the building both more functional and modern for long-term housing of the proposed tenants. Additional building modernization will be completed to support a significantly expanded occupancy of INS. Major Work Items for this project may include: modification of interior space, light court infill, atrium glass roof, elevator upgrades and additions, fire alarm replacement, asbestos abatement, construction of secure vehicle courtyard and emergency egress, sallyport, Congress Parkway fa ade renovation and building addition, new public building entrance, stairwell and dock relocation, restroom renovation, lobby reconfiguration, window retrofit, and lighting system upgrade. This modernization will allow the Immigration and Naturalization Service (INS) to consolidate operations from several inadequate leased and Government-owned locations in Chicago to one Government-owned building. The estimated cost of construction falls in the range of 35 million to 50 million with an anticipated construction duration of approximately 3.5 years. This amount does not include Pre-construction Phase services (the base contract). The option for Construction Phase Services shall include, but is not limited to, the renovation of the existing building and it's systems, administration of the construction contract and all subcontracts, coordination of regular construction meetings, CPM scheduling, and monitoring of construction costs. CURRENTLY FUNDS ARE NOT AVAILABLE. Selection of the CMc type firm will be in accordance with the federal acquisition regulations, source selection procedures and the "best value trade-off" process. For this selection the Government intends to consider technical factors of having significantly more importance than price. This CMc contract is envisioned to be procured through a source selection process that will incorporate a base contract and options for those elements of work that can be executed within the congressionally mandated cost limitation. As part of the CMc Pre-construction Phase, the CMc shall work with the A-E and the Government in a cooperative team effort to ensure a quality project, within the mandated schedule and budget. For the preconstruction portion of this contract, GSA intends to have the contractor perform services such as: preliminary evaluation of design concepts, coordination with the State Historic Preservation Office and all relevant parties, monitoring A-E progress, coordinating design reviews, reviewing designs, reviewing cost estimates, preparing independent cost estimates in various formats, tracking costs per tenant and warm lit shell breakdowns, controlling schedules, keeping records, reporting on design and construction progress, resolving problems, conducting Value Engineering (VE) exercises, conducting constructability reviews and performing administrative and other services as defined in this scope of work, in addition to other related services deemed necessary to provide for a completely functional facility. Definition of Construction Manager as Constructor. A CMc type contract is defined as a firm engaged under direct contract to a building owner or client (in this case the General Services Administration -- GSA) to provide services such as design review, cost estimating, sustainability review, scheduling and general construction services. The CMc shall be a member of the project development team during the design and construction phases. The CMc selected for this project shall work along with GSA as owner/developer and GSA's selected A-E firm. At the time of the CMc contract award, which is projected to coincide with the beginning of the Design Development phase, it is intended that the CMc's firm price for Preconstruction Phase Services will form the base contract and Construction Phase Services will form an option that will be negotiated. Project development shall occur in general conformance with the process described in the American Institute of Architects Document A121/CMc (also known as AGS Document 565) and Standard Form of Agreement Between Owner and Construction Manager Where The Construction Manager Is Also The Constructor. The services requested of the CMc shall cover a wide range of design and construction activities, which are often performed by both Construction Managers (CMs) and General Contractors (GCs). In contrast to a CM that is not also a constructor, the CMc is at risk and is responsible for involvement in the project development and administration of the construction. The CMc is also responsible for a renovation as called for in the scope of services, of the facility described by the Government, at or below the defined budget or Estimated Construction Cost (ECC). Proposal Submission Requirements. Proposals will be evaluated using a two stage, source selection process. Under Stage I, offerors must submit information regarding qualifications, past experience, past performance, personnel, and resources. Submissions shall clearly address the evaluation factors identified in the Stage I Request for Proposal (RFP). The evaluation factors stated in the RFP represent the factors that will be used in Stage I by the Source Selection Board in evaluation and determination of a competitive range of firms. A competitive range of the most highly qualified firms will then be invited to submit proposals for Stage II. Firms determined to be in the competitive range shall participate in an oral presentation that will take place in Chicago, IL. Final selection will be made based on source selection procedures with the collective factors listed in the Stage II RFP. These technical factors are considered substantially greater in weight than cost or price. The Government reserves the right to make an award based on Stage II proposals without holding discussions. Contract Award. The base contract will be awarded to the selected firm to provide Pre-construction Phase services with a unilateral option to provide Construction Phase services. Small Business Participation. This is open to both large and small business concerns in accordance with the Small Business Competitiveness Demonstration Program. Although this procurement is open to large business firms, small, small woman-owned, small minority-owned, small HUBZone, and small Veteran-Owned (including service disabled Veteran-Owned firms) are strongly encouraged to participate. The Government recognizes the talent existing in smaller firms and encourages their participation in the construction and renovation of Federal facilities. In accordance with 15 USC 631 Et. Seq., the CMc, if a large business, will be required to provide the maximum practical opportunities to small, small woman-owned, HUBZone small, small business concerns owned and controlled by socially and economically disadvantaged individuals and Veteran-Owned small business concerns through participation as subcontractors in the performance of this contract. In Stage II of this process, each firm in the competitive range will be required to submit an acceptable subcontracting plan and individually determine the minimum acceptable subcontracting target goals for this project. An acceptable subcontracting plan must be reviewed and approved by the Small Business Administration (SBA) prior to award of this contract. Small businesses are not subject to this requirement. Firms seeking consideration for this contract shall demonstrate a proactive effort to achieve the highest subcontracting goals for the above mentioned concerns by also providing a brief written narrative (limited to one type written page) of outreach efforts made to utilize these groups. A small business criterion for each category is based on the contractor's average annual receipts for the proceeding three fiscal years. Contact your local SBA office for further information. In order to receive the benefit of a price evaluation preference, you must be certified by the Small Business Administration as a HUBZone small business concern and/or a small disadvantaged business concern. Joint Ventures. Joint venture or firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the members to provide a quality CMc team effort. How to Offer. Potential offerors having the capabilities to perform the services described herein are invited to respond by submitting a one-page letter on company letterhead stating interest in the project. These firms will be provided a copy of the Stage I Request for Proposals (RFP) package. The tentative date for release of the RFP is 16 July 2001. The RFP will provide additional information regarding the submission format.
