Description

The National Institute of Standards and Technology (NIST) intends to negotiate with General Dynamics Robotic Systems (GDRS) of Westminster, MD on a sole source basis under the authority of FAR Part 6.302-1 for the purchase of a Demo III Experimental Unmanned Vehicle (XUV). This vehicle is hydrostatic diesel, 4 wheel drive, 4 wheel steer, computer controlled using the NIST developed Real Time Control System using NML communications. The nature and pace of the technology development for the Demo III XUV does not permit drafting of definitive engineering descriptions and specifications. Based on NISTs specific requirements under the Demo III program, this XUV must be identical to the XUVs previously manufactured for the program. NIST personnel worked with GDRS and the Army Research Labs in developing advanced controllers for the XUV. The anticipated delivery time for this requirement is 180 days after receipt of the order and the delivery shall be FOB Destination to Gaithersburg, Maryland. The Government anticipates awarding a firm-fixed price contract. Interested persons may identify their interest and capability to respond to the requirement or submit proposals by July 30, 2001. This notice of intent is not a request for competitive bids, quotes, or proposals. A Request for Proposals (RFP) package is not available. The NAICS code for this requirement is 541710 with a size standard of 500 employees. However, this requirement is unrestricted. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.
