Description
The FISC Norfolk Detachment Philadelphia intends to procure an estimated 643,707 man-hours of non-personnel engineering and technical services in support of the U.S. Joint Forces Command, Joint Experimentation (JE) Program. This acquisition will provide the JE program with additional contractor support that is required in the planning, execution and assessment of continuous experimentation efforts, and major field experiments such as Millennium Challenge 2002 (MC02), Unified Vision 2002 (UV02) and Olympic Challenge 2004 (OC04) experiments. FISC Norfolk Detachment Philadelphia intends to procure the required services through a modification to contract N00140-01-C-H001 with General Dynamics Electronic Systems (GDES) pursuant to the authority of 10 U.S.C. 2304(c)(1), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as implemented by Federal Acquisition Regulation 6.302-1. GDES is currently providing planning, execution and assessment support services to the USJFCOM under contract N00140-01-C-H001 which was awarded on 28 February 2001 and has a performance period through 31 October 2005, if all options are exercised. The instant procurement is to provide additional contractor support that is required to accomplish tasks related to the MC02, UV02 and OC04 experiments. The additional support is required to accomplish task requirements that are integrally related to the work that GDES is performing under contract N00140-01-C-H001. Because these task requirements are inseparable from the work that GDES is performing, it would be impractical to have a contractor other than GDES provide the required support. This notice of intent is not a request for competitive proposals. However, all proposals received by the specified response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this procurement is 333319. Numbered Note 22 applies.
