Description
The Pension Benefit Guaranty Corporation (PBGC) has a requirement for electronic processing fulfillment mailing services in which letters and forms and newsletters will be sent to the contractor electronically for printing, collating, and mailing. Mailings may require some manual insertion. The contractor will be required to produce from electronic receipt, letters, forms and newsletters. Contractor must collate letters and forms with brochures, and or folders, and magnets when necessary, and mail them to the addresses. The contractor's computer system must be compatible with Automated Letter Generation (ALG) programs and successfully interface with PBGC supplied PC to print letters and forms on the contractor's high-speed printer for mailings. The contractor will have to support the following: 1) contractor's printer shall provide letter quality (laser quality) resolution that is at least equivalent to 600 x 600 dots per inch or better; 2) The contractor's server must have MS Word 97, MS Access ODBC Drivers, Windows True-Type fonts, PBGC Logo (provided by PBGC); 3) and as a backup, a 56K modem and PCAnywhere software to support dialup connectivity to receive the data and to allow PBGC PRISM developers to modify the PRISM software remotely. Contents of mailings may be sensitive and the contractor will be responsible for ensuring the security of sensitive data. Each mailing will have precise requirements for the contents of each envelope and the contractor will be responsible for ensuring that all mailings are carried out exactly as intended. The contractor will be required to use e-mail or a faster more dependable system to acknowledge receipt of data from PBGC, confirming successful mail runs, and give notice when mailing is completed. Provision of paper and envelopes (in accordance with PBGC's specifications) is the contractor's responsibility. Contractor is also responsible for reproducing and stocking the brochures, folders and magnets. Offerors will be required to meet the following mandatory requirements to have their proposals considered: 1) The offeror must request, a letter/forms file from PBGC and then print from file. 2) When the file is received from PBGC, offeror must acknowledge receipt of ALG "batch to be processed" within 10 minutes of receipt. 3) Must provide Duplex printing capability. 4) Must have High quality printing, of at least 600 dpi (laser quality), resolution. 5) Prints, at a minimum, 5000 letter packages every 24 hours. 6) Offeror must show how they'll accommodate an enhancement of Postnet barcodes and postcard printing in bulk, with personal addresses for each postcard. The period of performance for the base contract will be from date of award through September 30, 2002, with four (4) one year option periods for renewal at PBGC's discretion. Telephone requests for this solicitation will not be honored. All requests shall reference solicitation no. PBGC01-RP-01-0016. The solicitation document will be distributed through the FedBizOpps.gov web site. The site contains downloading instructions. All information about this acquisition, including solicitation amendments, will also be distributed through the FedBizOpps site. Interested parties are responsible for monitoring the site to assure that they have the most up to date information about this acquisition. All firms obtaining a copy of the solicitation from FedBizOpps must notify the contract specialist at silverman.marilyn@pbgc.gov. This notification must include the firm's name, address, contact person, and telephone number. Interested parties may obtain a hard copy of the solicitation by requesting in writing to the PBGC via the contract specialist e-mail address. Be sure to reference the solicitation number and the complete address, contact person and telephone number. The solicitation is not currently available, but is estimated to be available on or about July 9, 2001.
