DESC: DESC: R-NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT TO VIASAT, INC. The Department of the Air Force, Air Force Materiel Command, AFFTC -- AF Flight Test Center intends to award a IDIQ (Indefinite Quantity, Indefinite Delivery) contract to ViaSat, Inc., 6155 El Camino Real, Carlsbad, CA 92009 to continue the development of the Joint Communications Simulator. The original effort was initiated under the OSD Central Test and Investment Programs Joint Installed System Test Facility Project. This sole source award is being made to ensure the critical, highly integrated, real time, distributed processing environment is preserved and maintained. This effort shall provide new signals for the library and fidelity improvements associated with original and updated requirements. It shall also improve the performance and utility of the simulators and continue the integration efforts between the JCS, LINKS/S, AF, and Navy equipment. Please be advised of the following: This program will involve technology acquisitions that have military applications and are subject to Air Force Material Command Federal Acquisition Regulation Supplement, Section 5393, Foreign Disclosure Reviews. The efforts include: performing studies and evaluations of new signals and modifications; = developing additional signals and waveforms for the simulator?s signal library; enhancing the fidelity of the signal or simulation to more accurately replicate the actual environment; improving the coherency and behaviors of the simulated entities; increasing the simulator?s signal density, user interface, and data extraction functions; modifying the simulator to accept or provide interfaces for new elements; and integrating the simulators into their respective facility infrastructures. If no affirmative written responses are received by close of business, 30 July 01, then a sole source contract will be pursued with ViaSat, Inc. CBD Numbered notes are: 22. The proposed contract action is for supplies or services for = which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.=20 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.
