- This announcement serves notice to all potential sources that the 311th Human Systems Wing/YASK intends to procure 125 each Stryker 965M stretchers from Stryker Corporation on a firm fixed price production contract. This will be a sole source acquisition. The Air Force's required delivery schedule will be 25 units per month until complete beginning 60 days after receipt of contract. We are not aware of any other source(s) that can meet this required delivery schedule and/or offer a combination of capabilities that the Stryker 965M maintains. This sources sought synopsis is to determine if there are any such companies available. This stretcher system will provide the Air Force, the Army, and the Navy an improved platform and stretcher for the aeromedical evacuation and care of spinal cord injury, burn, and other trauma patients. This platform will incorporate commercially available components and technology to achieve the current medical standard of care for these patients from the point of evacuation to release at a stateside hospital. This system will be manually operated and will provide or be: 1. Patient immobilization to ensure safety during all phases of transport 2. Traction that is acceleration independent (no weights) 3. Trendelenburg/reverse trendelenburg of at least 15 degrees 4. A patient support surface that prevents formation of pressure related skin complications (bedsores), allows access to the occipital (back of head), rectal and thoracic areas, and permits in place x-rays of the entire vertebral column, chest, and lower abdomen 5. A functional design that fits into and operates in the litter stanchion area of primary aeromedical evacuation aircraft. 6. A weight of 300 pounds or less for no more than a two-piece system 7. An approved medical device with the Food and Drug Administration (FDA) All responsible sources may request a copy of the solicitation. We intend to conduct a combined synopsis/solicitation per FAR Part 12.603 to reduce procurement lead time. This combined synopsis/solicitation will be issued following the 15-day period for announcement of the sources sought synopsis. Interested sources may request a copy of the solicitation from David M. Foote, Contract Specialist, 311 HSW/YASK, 7909 Lindbergh Drive, Brooks AFB, TX 78235-5352. Verbal requests for the solicitation will not be honored. The Contracting Officer is Annabel Rivera.
