- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a Request For Quotes(RFQ). Submit offers on RFQ1010. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 97-26. This acquisition will be processed under Simplified Acquisition Procedures. This is not a small business set-aside, under North American Industry Classification System Code Number 421490. The National Institute of Allergy and Infectious Diseases and The Vaccine Research Center is issuing a request for quotations (RFQ1010) for the procuring of a quantity of 2 Multiwell Autosampler to attach to a Facscalibur Flow Cytometer. The Multiwell Autosampler shall have the following capabilities. (1) Provide sample input from standard 96-well plates. (2) Capability to link to industry standard Cellquest software for acquisition and data analysis. (3) Graphical user interface assistance in experiment set-up, acquisition control, and data retrieval. (4) Sample chamber designed to eliminate the need for pump driven sample introduction of the flow cell. (5) Parallel liquid paths allowing simultaneous sample acquisition and line washing, minimizing time consumption during wash cycles. (6) User selectable sample volume adding flexibility. (7) Programmable multi-wash cycle simultaneously optimizing sample throughout and carryover. The following Federal Acquisition Regulations provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial items; FAR 52.212-2 Evaluation Commercial Items; FAR 52.212-3 Offerors Representations and Certifications; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items. Offerors shall include with their offer a completed copy of provision at FAR 52.212-3 Offerors Representations and Certifications Commercial Items. The Government intends to make a Best Value Buy to the responsible offeror whose offer is most advantageous to the government. The following evaluation criteria will be used to evaluate offers: (a) Price: (b) Compatibility with a Facscalibur 4 Color Modular Analytical Flow Cytometer (BD Bioscience): (c) Delivery Date, Delivery will be FOB Destination to BLDG 40, Loading Dock, 9000 Rockville Pike, Bethesda Maryland, 20892-3015. Written Offers shall be submitted no later 3:00 P.M. Eastern Standard Time, July 2, 2001, to Steve Gunn. Anticipated award date of July 3, 2001.
