- Description
- This is a notice of intent to negotiate with Veridian Engineering, Inc. on an other than full and open competitive basis for modernizing the Variable Stability System (VSS) to equip the H-60 helicopter type platform. This requirement supports the Naval Air Warfare Center Aircraft Division, United States Naval Test Pilot School (USNTPS), Patuxent River, Maryland. A firm fixed price contract will be awarded for this modernized system to update the existing capability with new generations of hardware and software. This will implement significant additional simulation function capability in the VSS helicopter platform, which provides support of the Helicopter Flight Mechanics flight syllabus at the USNTPS. Use of the VSS is mandatory in providing a flying laboratory in which the test pilot under instruction can relate the engineering parameters of aircraft dynamics, stability, and control to their resultant effect on the handling qualities of the aircraft. Veridian Engineering (as Calspan Corporation) was responsible for the design, fabrication, and installation of the VSS in the current USNTPS helicopter and, based on market research, is the only known source with the highly skilled personnel with the required expertise to modify the VSS H-60 platform. Award is anticipated on or before 30 September 2001. This requirement is being procured under statutory authority permitting other than full and open competition, 10 U.S.C. Section 2304(c)(1), only one responsible source and no other supplies or services will satisfy the agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.
