- Due to the fact the SARAH website at Brooks AFB is unavailable for posting documents today (Friday, 15 June 2001), this notice is being advertised on Federal Business Opportunities (FBO) and the Commerce Business Daily (CBD) in order to inform Industry of the latest updates. The SARAH website will be updated with the following information in the OVERVIEW and FILES sections during the week of 18-22 Jun 01. =20 OVERVIEW (Update): This updated OVERVIEW revises the anticipated final Request for Proposal (RFP) release date from May 01 to 02 Jul 01. There may be a possibility that the RFP will be released 7-10 days ahead of schedule. Request interested parties visit the FBO, CBD and SARAH websites on a daily basis for future updates. Request all interested parties read the information below which provides industry with the proposal submission procedures. As stated previously, no hard copies of the RFP will be available. However, there will be hard copies of the Army drawings (see below) which will be mailed upon receipt of contractor eligibility verification. Aside from this update, the previous notice posted the draft, Statement of Work, and the Request for Information in the FILES section of the SARAH website. For those who are viewing this notice for the first time, please refer to the SARAH website for the previous files. CONRACTING OFFICER'S NOTICE: As stated in the OVERVIEW above, the anticipated release date for the CP EMEDS, final Request for Proposal (RFP) is changed from May 01 to 02 Jul 01 (date may be accelerated). Offerors are required to fully comply with the RFP and its attachments referenced in Section J. The Statement of Work (SOW), one of the RFP's attachments, lists applicable documents in paragraph 2.1. These documents, Army drawings, are not electronically available due to their Distribution Statement"X". The statement authorizes release of the drawings to "Only Authorized US Government Agencies and private individuals or Enterprises Eligible obtain Export-Controlled Technical Data in accordance with DOD Directive 5230.25". Therefore, prior to release of these drawings, the government must obtain eligibility status for each of the interested offerors through the Defense Logistics Information Service (DLIS). (See website: http://www.dlis.dla.mil/CCAL/). Upon eligibility verification, the contracting officer will mail a hard copy of the drawings to the contractors. =20 NOTE: Offerors who fail to comply with these terms and conditions will not be eligible to receive the drawings and will not be considered for award. All interested offerors will be provided the opportunity to view and measure the prototype liners at AAC/WMO, Combat Support Systems, 314 West Choctawhatchee Ave, Suite 104 Building 40, Eglin AFB, FL 32542. The prototype liners will be available for viewing during a 3-day period with a government technical representative available for questions on 26-28 Jun 01 from 8:00 a.m. to 4:00 p.m. The primary point of contact (POC) is Mr. Abe Saenz, Government Technical Representative (Contractor Support/Battelle) who can be contacted at the Cell Phone 850-240-0432, the Radisson Hotel: 850-243-9181, and/or messages can be left at AAC/WMO: 850-882-4686, ext 329 on 19-28 Jun 01. The secondary POCs at Eglin AFB are Capt Tom Eggers who can be contacted at 850-882-4686, ext 329 and Mr. Scott Matheson who can be contacted at 850-882-4686, ext 337. Industry is encouraged to participate in the liner inspection in order to understand how the four liners are constructed and integrated to form a system. All visitors must be registered at the guard gate in order to = obtain a pass. If you have any questions regarding the base registration, please contact the secondary POCs. In order to ensure that all visitors are given an opportunity to view the liners, please schedule your visit in a timely manner with the primary POC. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requesting, the Ombudsman shall maintain strict confidentially as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
