Description
The mission of the National Archives and Records Administration (NARA) is to preserve the permanently valuable records of the United States Government and to make them available for use by the public and by other Federal agencies. Among these records are a specified number of historically valuable motion picture films in the custody of the Jimmy Carter Library & Museum (NLJC). Because these films have original film and audio elements only, they are not readily available for use and reproduction by the public. NLJC has 130 film titles, which include 251 reels of 16mm film, 191 of them with one-fourth inch audio elements. The average length of each reel is 706 ft. with a total of 177,147 ft of film. NARA requires that a Contractor produce high quality Digibeta videotape copies for each reel of film. NARA will, in the future, create intermediate and reference copies of the film from these tape elements in order to create an archival set and provide easy access to the material for researchers. The overall objective of this contract is to obtain high-quality film-to-videotape transfers on a Digibeta videotape cassette, retaining the character and content of the source material in a manner that satisfies NARA's concerns about safety and handling of the motion picture and sound originals. The new videotapes will serve as the supplemental preservation copies from which intermediate masters and reference tape will be produced. The film and audio elements were recorded by the Naval Photographic Center (NPC) from 1977-1981. All of the material is considered Presidential Historical Materials as defined in 44 U. S. C. Ch. 22, Sec.2202-2203. The Contractor must only make copies of each furnished item as specified in the contract. No other copying is authorized under this contract. The physical condition of the original film and audio elements is good. None show evidence of extensive use or wear. Subcontracting will not be authorized for this contract. The contract awarded as a result of this RFP will be a firm fixed price contract for a base period of approximately three months and one option period of one year. Award will be made to that offer providing the best overall value to the Government. The requirement is a 100% small business = set-aside. All responsible small business sources may submit a proposal that will be considered by NARA.
