- The Federal Highway Administration (FHWA) plans to negotiate a Purchase Order with the Texas Transportation Institute (TTI) to develop and conduct a workshop entitled, "Train the Trainer Workshop for Minimum Sign and Pavement Marking Retroreflectivity." The objective of this project is to develop a workshop plan and presentation materials for conducting a workshop that will educate and train the local highway = agencies on sign and pavement marking retroreflectivity guidelines. Additionally, train the trainer workshop modules will be developed for national sign retroreflectivity guidelines and for national pavement marking retroreflectivity guidelines. The TTI is uniquely qualified to provide the requested services because they have extensive highway safety experience with sign and pavement marking retroreflectivity as well as its facility design. The Institute has also conducted numerous courses, workshops and presentations on sign and pavement marking retroreflectivity. Furthermore, TTI has ownership and jurisdiction over the needed roadway test facility as well as adjacent classrooms in which the field inspection training would be conducted. Because TTI has a combination of extensive highway experience, technical experience and ownership of the test facility, they are the only available source that can effectively and efficiently provide the personnel, equipment and services for workshop training in nighttime inspection of sign and pavement marking retroreflectivity. The development and presentation of the Train the Trainer Workshops are essential for the implementation of national minimum retroreflectivity guidelines for signs and pavement markings. This is a Simplified Acquisition and the anticipated award date is June 29, 2001.
