- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. RFQ R1-04-01-41 is issued as a Request for Quotation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 26. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arnet.gov/far. The North American Industry Classification System (NAICS) code is 235610. Quotations are for roof repair of two buildings at the Coeur d'Alene Tree Nursery. Phase One consists of removal of existing damaged metal roof from the Nursery Cooler facility and replacement with 30# felt underlayment and an approved corrugated metal roof (approx. 26 gauge -- .0187 thickness). Removal of existing capped roof vent box and repair roof. Metal roofing shall be white in color or treated with an approved product/method for reflectability to reduce roof generated heat in Cooler Facility. Dispose of existing metal roof materials removed. Approximate roof area is 60 squares. Submit prices for the following: 1) Remove and Dispose of existing metal roof; 2) Furnish and Install metal roof (labor, material including felt underlayment, delivery, incidentals and cleanup); 3) Furnish and Install commercial grade ridge cap (est. 52 LF); 4) Vent Removal and Repair roof. Phase Two consists of the removal of existing shake roofing and underlayment down to plywood sheathing and replace with 30# felt underlayment and a metal or asphalt shingle composite roof (Elk Prestique Plus High Definition 40 Year OR EQUAL). Repair or replace any plywood sheathing found to be rotted above soffit. Install "D" style colored drip edging. Approximate roof area 23 squares. Dispose of existing roofing materials removed. Contractor to submit price proposal for BOTH metal and asphalt shingle composite roof replacement. Government to select colors. Submit prices for the following: 1) Remove and Dispose of existing shake roof to plywood sheathing; 2a) Furnish and Install asphalt shingle composite roof and drip edge (labor, material including felt underlayment, delivery, incidentals and cleanup); 2b) Furnish and Install metal roof (labor, material including felt underlayment, delivery, incidentals and cleanup); 3) Repair/Replace Plywood sheathing as necessary to match existing, price / sq. ft. on Actual Quantity basis. Quoters are also required to submit a record of past performance for the last three years for similar type work, description of proposed materials and estimated project completion schedule. Past Performance shall include project name, dollar value and customer name and telephone number. It is anticipated work will begin week of June 25, 2001. All work shall be completed within 30 days from the start of work. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. One contract will be awarded to the Offeror providing the best over all value to the Government. Past performance, technical approach, price and other factors will be considered in evaluation for award. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications, Commercial Items with its offer. The clauses at 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, 52-222-6, Davis Bacon Act, 52-222-13, Compliance with Davis-Bacon and Related Act Regulations and Wage Rate Decision No. ID010002, dated 03/02/2002, apply to this acquisition.
