- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation R1-12-1-092 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arnet.gov/far. This is a total small business set-aside and the small business size standard is $18.5 million. The North American Industry Classification Code is 532111. Pricing is requested on the following item. Item 1 is for one compact (GVWR 4500 6199) sport utility vehicle, 4X4, gasoline-fueled. The base rental period for this vehicle is 50 days. The optional period is up to 30 additional days. The rates should include a minimum average of 100 miles per day plus delivery and pick up. Pricing should be provided on the base rate in a lump sum for the entire 50 days, the option rate per vehicle per day and the mileage rate in excess of the 100/mi/day average. Vehicles are to be delivered to and picked up at the Helena National Forest Supervisor's Office, 2880 Skyway Drive, Helena, MT 59602. Delivery of vehicle is June 29, 2001. Delivery is FOB Destination. Pick up is FOB Origin. These vehicles will be used on dirt and gravel roads that are dusty, narrow, brushy, and steep. Under these conditions normal wear and tear would include scratches to paint (no dents) and chips to windshields (no cracks). Drivers will be 18 and older with valid drivers' licenses. The Government will take responsibility for oil and oil filter changes. All other maintenance and repairs due to breakdown or worn parts are the responsibility of the contractor. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. Contract award(s) will be based on the best value to the Government, considering timeliness of delivery, price, quality of vehicles offered, past performance, cost to administer multiple contracts, and technical capability. Offerors shall include with their offer a list of proposed vehicles (make, model, year, estimated number of miles at delivery), a list of 5 references (within the last 2 years), and a completed copy of the provision 52.212-3, Offeror Representations and Certifications Commercial Items. Offers should include the solicitation number, project name, company name, company contact person's name, address, telephone number, and fax number. The clauses 52.212-4, Contract Terms and Conditions Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items with the additional FAR clauses stated at the following paragraphs within 52.212-5 applying: (a)(b)(11)(12)(13)(14)(15)(25)(d)&(e).
