Description
The USACE Marine Design Center intends to initiate a negotiated, best-value procurement to acquire one aluminum utility launch of suitable quality and characteristics to support the mission of the Dredge ESSAYONS of the Portland District. The vessel to be acquired will be a self-propelled, aluminum craft with the following characteristics: Approximate Length on deck: 32 feet, Approximate Beam: 12 feet, Maximum Weight (at Full Load): 20,000 lbs., Minimum Speed Required: 30 knots. The vessel will support the Dredge ESSAYONS in the execution of her mission. The launch will operate with the dredge in both salt and fresh water, and in both sheltered and exposed areas. The launch will transport crew and stores between the dredge and shore, and will perform hydrographic surveys in support of the dredge mission. The Dredge ESSAYONS operates on the West Coast of the United States, and occasionally in Hawaii. The vessel will be launched and retrieved by davits aboard the Dredge ESSAYONS. While stowed on board the dredge, the vessel shall be stowed on cradles mounted to the ship between the davits. The contractor shall provide the new utility launch and the corresponding stowage cradles. The Contractor shall be responsible for integration of the new launch with the existing davit system. The acquisition will be a negotiated, best value procurement using the procurement process prescribed in FAR Part 12 Acquisition of Commercial Items. Proposals will be reviewed for completeness in satisfying the requirements of the RFP. The Proposals will be evaluated on their merit against the evaluation factors as follows: (a) TECHNICAL FACTORS; management, past performance and experience and technical; (b) PRICE FACTORS; price reasonableness and price realism. THE TECHNICAL FACTORS AS A WHOLE ARE MORE IMPORTANT THAN PRICE. HOWEVER, COST REMAINS A SIGNIFICANT FACTOR IN DETERMINING THE BEST VALUE. The Request for Proposal (RFP) will be available on or about 3 July 2001. Contractors must register on the Internet and download the solicitation package and all amendments from the following address: https://nap.usace.army.mil on or after the issue date of the solicitation. If any information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving notice of the solicitation or any amendments. Hard copies will not be available. Proposals will be due on or about August 3, 2001, at the close of business, (4:00 pm eastern time). Bidders are responsible for printing paper copies of the solicitation. This procurement is 100% set aside for small business. The NAICS Code is 336611 with a size standard of 1000 employees. Affirmative action to insure equal employment opportunity is applicable to the resulting contract. Bonding is required and Liquidated damages will be specified. Award will be made as a whole to one bidder. No other notification to firms for this project will be made.
