- Description
- Redwood National Park will issue a Request for Proposals to furnish two visitor comfort stations at Redwood National Park, California. The first unit will be located at Hiouchi, California, at the park Visitor Center on Highway 199 at approximately milepost 5.1; the second will be located at the Lagoon Creek Parking Lot along Highway 101 at approximately milepost 11, north of Klamath, California. The contractor will supply all labor, supervision, equipment, and material for the project, which consists of the provision and installation of two, approximately 450 square foot (each), fully ADA-compliant restroom structures, each incorporating separate men's and women's facilities and a separate mechanical room. The Government will remove the existing comfort stations prior to construction and will provide a level construction site and utility stub-outs. Contract duration is anticipated to be 60 calendar days. The price range is $100,000 to $250,000. This procurement will result in a firm fixed-price contract. The North American Industry Classification Code is 421390 and the annual size standard for small business is less than 500 employees. This procurement will be awarded to the responsible offeror whose offer represents the "best value" to the government. The best value determination will be made on the basis of (1) quality and (2) price. The Government will assess the quality of each offeror on the basis of (1) past performance; (2) experience; (3) qualifications and experience of key personnel; and (4) demonstrated experience using environmentally sustainable materials and methods during construction. For the purpose of selection importance, the Government considers an offeror's quality to be approximately equal to its price. In order to demonstrate quality of past performance and experience, the offeror must provide a history of contracts, complete with supporting documentation describing the difficulty of each contract and details leading to successful project completion, including (1) supply and installation of buildings of similar type and size with features similar to the specified work of this project; (2) completion of similar projects on time and within budget; (3) experience using environmentally sustainable materials and methods during construction. In order to demonstrate its quality of key personnel the offeror must provide a history of contracts with supporting documentation of past successful projects for the Contractor or subcontractor(s) who will be in direct supervision of the project. Such persons(s) shall have been in a position of responsibility for successful completion of at least five projects while in the employment of the Contractor or its subcontractor(s). Requests for the solicitation package shall be in writing stating "REQUEST FOR PROPOSAL NUMBER N8480-01-0002" with Contractor's complete name, address, and area code and telephone number and facsimile number. Solicitation packages may be obtained in person from the Contracting Office or requested by mail or by facsimile. The fax number is 707-464-1812. Telephone requests for the solicitation WILL NOT be accepted. Mail solicitation requests to the National Park Service, Redwood National Park, 1111 Second Street, Crescent City, California 95531. A limited number of solicitation packages will be available on or about July 20, 2001 at no charge and issued on a first-come, first-served basis until the supply is exhausted. Only one solicitation package per company. Requests for Planholders List must be in writing and will only be available through the mail, not by facsimile. All responsible parties may submit a proposal, which will be considered. The National Park Service encourages the participation of small, disadvantaged, and women-owned business enterprises.
