Description

The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure the following on an other than full and open competition basis from Raytheon Systems Company: 1) Fabrication of Ka-band ESA brass board prototype. The prototype tunable ESA must be constructed with full beam steering capability. Full beam steering capability will be added to the brass board ESA being fabricated under a previous contract to Raytheon. The ESA concept must be compatible with a tactical seeker; however, the brass board ESA fabricated under this contract does not need to be form factored to fit in a tactical missile. The feed architecture must be appropriate for a tactical seeker, though the tactical form factor and reliability is not required in this contact. Also, the beamsteering computer is not required to support the beam switching speeds or volume constraints of a tactical system. The contractor shall be responsible for fabricating and demonstrating the brass board ESA beam steering controller. The contractor shall be responsible for integration of the beam control circuitry with the brass board ESA. The contractor shall not be responsible for fully characterizing the ESA. This requirement is a sole source to Raytheon due to proprietary technology in the fabrication of the brass board ESA. Raytheon has the unique capability to carry out the integration of the control circuit with the brass board ESA. The order will be issued to Raytheon Systems Company, PO Box 801 M/S 8024, McKinney TX 75070. The proposed contract type is Cost Plus Fixed Fee. This notice of intent is not a request for competitive proposals. However, any interested person may identify their interest by submitting their qualifications and capability to perform, and/or a proposal within 45 days after publication of this synopsis. All responsible sources may submit a proposal, which shall be considered by the agency.
