- Background "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a sole source requirement IAW FAR 6.302-1. This Request for Proposal (RFP) has the following Fourteen (14) line items: Item 0001: Control System Toolbox (Concurrent), 12 each . Item 0002: MU-Analysis and Synthesis Toolbox (Concurrent), 12 each. Item 0003: Neural Network Toolbox (Concurrent), 12 each. Item 0004: Signal Processing Toolbox (Concurrent), 12 each. Item 0005: Simulink (Concurrent), 12 each Item 0006: Mathlab (Concurrent), 12 each Item 0007: System Identification Toolbox (Concurrent), 12 each Item 0008: Optimization Toolbox (Concurrent), 12 each Item 0009: Excel Link (Concurrent), 12 each Item 0010: LMI Control Toolbox (Concurrent), 12 each Item 0011: Stateflow (Concurrent), 12 each Item 0012: Extended Symbolic Math Toolbox (Concurrent), 12 each Item 0013: Neural Network Toolbox (Concurrent), 12 each Item 0014: Optimization Toolbox (Concurrent), 12 each The following clauses are incorporated by reference into this solicitation: FAR 52.212-1, Instructions to Offerors -- Commercial Items; FAR 52.212-2, Evaluation -- Commercial Items (for paragraph (a), the blanks are completed as follows: ""technical capability, price, past performance"" and ""approximately equal to""; FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items; FAR 52.212-4, Contract Terms and Conditions -- Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (for paragraph (b), only the following clauses apply: 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3; DFARS 252-212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (for paragraph (b) only the following applies: 252.225-7000, 252-225-7001 and 252.204-7004. The offeror must return a copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items; and DFARS 252-225-7000, Buy American Act and Balance of Payments Program Certificate. Copies of all provisions and clauses, including Offeror Representations and Certifications, are available at http://farsite.hill.af.mil. Note: All information technology items must be Year 2000 compliant. Year 2000 compliant means information technology that accurately processes date/time data (including, but not limited to, calculating, comparing and sequencing) from, into and between the twentieth and twenty-first centuries, and the years 1999 and 2000, and leap year calculations. Furthermore, Year 2000 compliant information technology, when used in conjunction with other information technology, shall accurately process date/time data if the other information technology properly exchanges date/time data with it. This is a sole source, not a competitive procurement, under Authority 10 U.S.C. 2304 (c) (1). However, interested persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals received by close of business 9 July 2001 shall be considered by the Government. Mr. Stephen J. Plaisted, 1790 10th St, Rm 208, Wright Patterson AFB OH 45433, (937) 255-9095 has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or source selection process and does not diminish the authority of the contracting officer.
