Description
Necessary expertise to satisfy the requirements of the CH-47F Design Analysis Phase effort. The objective is to analyze alternative solutions for design of the A-Kit to accommodate the Army Aviation Joint Tactical Radio (JTR) (B-Kit). This effort also includes the effort to determine and recommend the changes required to modify the System Integration Laboratory (SIL) to render it suitable for testing and evaluation of the JTRS. The overall objective is to determine the preferred A Kit specification, develop a draft test program, and provide a ROM estimate of the cost to complete System development and Demonstration (SDD), Phase II. Period of performance is 12 months. The proposed acquisition is sole source to The Boeing Company, P. O. Box 16858, Philadelphia, PA 19142-0858. It is the Government's intent to issue a delivery order (0020) under existing Basic Ordering Agreement (BOA) DAAH23-99-G-0007. Sole source is justified because a technical data package suitable for full and open competition is not available from the Government. As the original equipment manufacturer (OEM) and prime vendor for the Improved Cargo Helicopter (ICH) CH-47F program, The Boeing Company is the sole manufacturer of the CH-47F helicopter and maintains the exclusive engineering knowledge, design, and test history associated with the CH-47F design. They have the experience and technical expertise with the design and manufacture of the system. As the developer and sole manufacturer of the CH-47F system, they are the most capable contractor for implementing the JTRS CH-47F Design Analysis Phase A Kit, analysis and study effort. All responsible sources may submit a proposal, which shall be considered by this agency. See Note 22.
