Description
"Sources Sought Synopsis." The Department of the Navy, Naval Air Warfare Center Aircraft Division, Fleet Communications Technologies Division (FCTD) (Code 4.5.12) is seeking sources to provide engineering and technical services for surface, subsurface, and airborne communications and electronic systems and the shore-based termination of these systems. The contractor shall provide systems engineering, technical, logistics, and management support services to the NAWCAD, to support its design, development, integration, test and evaluation, installation, certification, maintenance, and logistic support tasks for shipboard, shore-based, and airborne combat and communication systems (C&CS). The following descriptions shall not be construed to be all inclusive; rather, tasking may also include any services required to support C&CS systems and related logistical areas for the C&CST where necessary. Services shall be performed primarily on site at St. Inigoes, MD with a small percentage of tasking also being performed in Crystal City, VA, Quantico, VA and Ingleside, TX. Services shall also be performed off-site at the contractor's facilities, aboard Government facilities and/or installations, and aboard U.S. Navy ships and aircraft. The contractor shall investigate and evaluate promising technologies that have the potential to improve the capabilities of C&CSs. The contractor shall review program plans, test and evaluation plans, reports, memoranda, and other technical documentation. Based on the review, prepare draft documentation identifying technical issues and objectives, and provide recommendations on a technical approach to resolve the technical issues and achieve the objectives. The contractor shall also investigate potential technical solutions to project-related problems and evaluate them against the technical requirements and criteria specified by the Government. The contractor shall attend engineering and technical reviews, along with Government personnel, at various locations during which existing technologies and their potential applications to specified C&CS requirements shall be addressed. These reviews may include technical risks, schedules, and costs. As a result of these reviews, the contractor shall review program plans, test and evaluation plans, reports, memoranda, and other technical documentation for technical adequacy, suitability, and adherence to specification requirements of C&CS and their subsystems. The contractor shall analyze proposed engineering solutions to C&CS problems and to make technical recommendations for their solution. The contractor shall develop or update specifications, statements of work, Data Item Descriptions, etc., applicable to new or existing C&CS or technical support for these systems as defined by the Government. The procurement package shall contain the data as necessary to establish the concept formulation and the initial design requirements for a specific system. The contractor shall develop test plans for C&CS identified by the Government. The contractor shall provide support for the test and evaluation of C&CSs, subsystems, or equipment in accordance with Government-approved test plans and procedures. The contractor shall provide technical services in support of engineering and technical programs as follows: provide program specific feedback and monitoring tools; develop technical program assessments of ongoing engineering and procedural developments; review major systems' life-cycle phases and decision points; review program documentation and develop inputs to 5-year and 1-year POA&Ms; review, analyze, and provide inputs to technical program documentation including operational resource reports, test plans and schedules, integrated logistic plans, work breakdown structures, requirements determinations, and level-of-repair analysis; develop and maintain a system for assessing the status of program acquisitions, system transition, and in-service performance, including costs and program deliverables; compile and integrate technical program requirements, track their status, and provide periodic feedback and exception reports; provide financial tracking and budget analysis for current division tasking and projection for the out years requirements; devise and recommend management control techniques to track configuration changes, plans and reports, scheduled vs. actual events, response to requests for technical information, and similar items; analyze the specifics of program progress identifying problem areas in schedule, costs, and resource allocation, and propose solutions. The contractor shall provide the C&CST with program tracking and planning support for C&CS. The contractor shall provide integrated logistics support for the planning, review, analysis and implementation of logistics support associated with C&CSs. The contractor shall design, develop, and maintain support systems that provide rapid access and retrieval of technical and management information requirements. The contractor shall provide engineering and technical support in the analysis, development and application of a suite of technologies which provide for automatic collection, storage, retrieval, processing, transmission, and receipt of data utilizing a variety of equipment from simple scanners connected to a desktop computer to sophisticated handheld computers with integrated scanners, microcircuit devices, voice recognition, optical laser cards, frequency-based identification technologies, and satellite-based transportation tracking. The contractor shall provide engineering and technical support for the planning and execution of facility requirements. The contractor shall verify the QA operations and performance of hardware suppliers, monitor contractor engineering and production operations to determine if practices, methods, and processes of the approved quality assurance program are being properly applied, and review QA documentation and perform inspections and tests as required to substantiate conformance to drawing specifications and other requirements at the assigned contractor integration and installation sites. Additionally, the contractor shall possess comprehensive knowledge and understanding of both DoD and commercial documentation governing the development and use of C&CS including American National Standards Institute (ANSI) standards, overarching DoD plans and strategies and the C&CS implementation plans and procedures of the individual Service components. Finally, the contractor shall be familiar with the organizational structure of the individual C&CS activities within the Service components, their roles and interrelations and their relationships with the commercial C&CS sector. Solicitation N00421-01-R-0157 will reflect a cost plus fixed fee type contract with a base year plus four option years estimated at 542,450 man-hours for the entire contract. The NAICS Code is 541330 exception 1. This office anticipates awarding a contract for the required services no later than 01 April 2002. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability and adequacy of potential sources prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). Interested parties are requested to submit no more than 15 pages demonstrating their capability to perform the services listed above. This documentation shall address, as a minimum, the following: (1) prior/current corporate experience in performing efforts of similar size and scope within the last three years including contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein as well as to the draft statement of work to be made available on the synopsis index of the NAVAIR Home Page http://www.navair.navy.mil/business/ecommerce/index.cfm; (2) company profile to include number of employees, annual revenue history, office locations, DUNs number, etc.; (3) resources available such as corporate management and currently employed personnel to be assigned to the project to include professional qualifications and specific experience of such personnel(see draft LOE and personnel qualifications to be made available on the NAVAIR Home Page http://www.navair.navy.mil/business/ecommerce/index.cfm); (4) management approach to staffing this effort with qualified personnel. The staffing plan should address current hires that would be available for assignment to this effort, possible subcontracting/teaming arrangements, and strategy for recruiting and retaining qualified personnel.
