Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional informaiton included in this notice. Quotes are being requested and a written solicitation will NOT be issued. This solicitation/synopsis is being issued as a Request for Quotation (RFQ) # 1CO-0294. This soliciation/synopsis and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-26. This requirement is being solicited unrestricted under North American Industry Classification System (NAICS) 813920. The Government intends to make a firm-fixed price, single award to the offeror offering the best value in its proposal. The Federal Bureau of Prisons is seeking a non-personal, professional services contractor within the local commuting area (not to exceed 100 miles from Federal Bureau of Prisons Central Office location) to write a Statement of Work (SOW)for use by the Federal Bureau of Prisons (BOP) in procuring Organ Transplant and Bone Marrow Transplant services. The contractor shall ensure that the SOW adheres to the requirement outlined in the Federal Bureau of Prisons Evaluation Guidelines for Organ Transplantation publication (to be made available upon request). The contractor shall be experienced in working in the correctional health environment and be able to establish its involvement in comparable projects. The Contract performance shall begin upon award of the contrct. Performance shall be 45 calendar days with a preliminary draft submitted to the BOP for review and concurrence within 30 days of start of performance. The contractor will be free to work at its own schedule, however meetings with BOP personnel will be on an as needed basis Monday through Friday 8:00 a.m. to 3:00 p.m. The SOW shall include every aspect of transplant services, including donor and recipient evaluations. Reimbursement should also be included in the SOW and should comply with the most current rules and regulations published by the Health Care Financing Administration (HCFA). The professional services will include identifying common methods of reimbursement in the marketplace (e.g.; per diem, DRG, capititation); establishing an acceptable range of reimbursement for the method appropriate in organ transplantation, prepare a written report on market research in accordance with the Federal Acquisition Regulations Part 10, and make recommendations for soliciation purposes. The Contractor will also make recommendations based on the above, considering the BOP's unique population and expected utilization. The Contractor, and its agents, will not be part of the technical evaluation panel and will not be permitted to bid on any solicitations that result from this contract, but will be available to advise on technical matters as needed by the BOP. Quotes for these services are due no later than 12:00 noon on Monday, July 2, 2001. Quotes may be faxed to (202) 514-0523 ATTN: Donna Harris. If the words "SOW Proposal" does not appear in the subject, your message will NOT be opened. FAR Provisions 52.212-1, Instruction to Offerors Commercial, applies to this aquisition. A copy of the provision at 52.212-3, Offerors Representations and Certifications Commercial Items must be included with offers. FAR Clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial items, applies to this acquisition. Offerors are advised that the services being solicited are non-personal in nature. Services will not constitute an employer/employee relationship. Contractor shall not provide services for more than 30 hours per week unless otherwise notified. Offerors are advised that meetings will be held at the 320 First Street, NW, Washington, DC location. This location is a secured building. Contractors shall be escorted upon arrival to the building and until departure from the building.
