Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The salient characteristics of the Panasonic Digital Video Camcorder are: Item 1, Variable Frame Rate Camcorder, 1 Each Camera capable of capturing video in accordance with the ATSC digital television standard of 1920 horizontal scan lines by 720 vertical lines (progressive scan). The native frame rate of the camera is 60 frames per second. The CCD images should be 2/3" and have at least 1,000,000 pixels. The camera should also have a minimum of 1 High definition Serial Digital Output (SMPTE 292M) available. The lens mount must be a 2/3" bayonet type mount. The sensitivity of the camera should be at least 2000 Lux at F-8. The attached camcorder must be capable of capturing the ATSC digital television standard signal (1920 x720 progressive scan) at a frame rate of 60 frames per second. However, the camcorder must be capable of recording in the 1910X1080 interlace or 1910x720 progressive format. Manufacturer: Panasonic Model Number: AJHDC27V (OR EQUAL) Item 2, HD Viewfinder, 1 Each Black and White viewfinder capable of displaying 16x9 aspect ratio image based on camera specs above. Viewfinder must be mounted on the camera. Manufacturer: Panasonic Model Number: AJHVF27 (OR EQUAL) Item 3, Extension Control Unit, 1 Each Extension remote control of basic camcorder operations including play, record, rewind, and fast-forward. Manufacturer: Panasonic Model Number: AJEC3 (OR EQUAL) Item 4, Tripod Mounting Plate, 1 Each Quick release plate to enable camera to be mounted to a variety of professional tripods/fluid heads. Mounting recepticle on the bottom of the plate should be 3/8" in diameter. Manufacturer: Panasonic Model Number: SHANTM700 (OR EQUAL) Item 5, Carrying Case, 1 Each Sturdy rigid case to transport the camcorder and accessories. Manufacturer: Panasonic Model Number: SHANB900 (OR EQUAL) Item 6, AC Adapter, 1 Each A. C. Adapter capable of outputting 12-17 volts D.C. / 38 watts. Manufacturer: Panasonic Model Number: AJB75 (OR EQUAL) Item 7, Microphone Kit, 1 Each Uni-directional style on-camera microphone with interconnects directly to the camcorder. Manufacturer: Panasonic Model Number: AJMC700 (OR EQUAL) Item 8, Battery Charger, 1 Each Charge capable of re-charging lithium-ion batteries specified below Manufacturer: Panasonic Model Number: DUAL2701 (OR EQUAL) Item 9, Batteries, 2 Each Portable batteries, that mount directly to the rear of the camcorder using an Anton Bauer mount. Batteries should be able to run the camcorder for a minimum of 60 minutes before re-charging is necessary. Manufacturer: Panasonic Model Number: HYTRON100 (OR EQUAL) Item 10, DVCPR VCR, 1 Each Videocassette recorder that can record/playback video signals conforming to the following ATSC standards: (1920x720p progressive scan and 1920x1080I interlace scan). Minimum of 1 HD SDI input/output conforming the to SMPTE 292M standard. Recorder must also have the ability to playback other DV-cassettes including DVCAM, DVCPRO and Mini-DV. Manufacturer: Panasonic Model Number: AJHD150(OR EQUAL) Item 11, Format Converter Board, 1 Each Convert signals from the 1920x720P standard to NTSC standard. Manufacturer: Panasonic Model Number: AJHD150 (OR EQUAL) Note to Prospective Offerors: IF PROPOSING AN EQUAL ITEM, OFFEROR MUST INCLUDE ADEQUATE INFORMATION FOR THE GOVERNMENT TO EVALUATE WHETHER OR NOT THE ITEMS MEET THE STATED SPECIFICATIONS. The provisions and clauses in the RFQ are those in effect through FAC 97-25. The NAICS Code and the small business size standard for this procurement are 443130 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Glenn Research Center is required within 28 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-09. Quotations for the items(s) described above are due by July 5, 2001 at 4:30 p.m. local time and may be mailed or faxed to Timothy M. Bober 21000 Brookpark Road Mail Stop: 500-306 Cleveland, Ohio 44135 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b).
