Description

The National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Photek, Inc. for an additional imaging photon detector. Compatibility is an issue because NIST already routinely uses a system that was originally purchased from Photek. This purchase will also include an upgraded controller for the existing camera and the new software version for both systems. The equipment description is as follows: A) Detector head: 1) Input Window : UV transmitting at 190-330nm range; 2) Photocathode: High sensitivity at 190-330nm range, specifically: Spectral Response: 50mA/W minimum at 313 nm and 30mA/W at 194nm; 3) Dark Noise: 20cps/cm-squared; 4) Gain: greater than 10 to the six; 5) Limiting Resolution: better than 6 Lp/mm; 6) Uniformity: plus or minus 20 percent maximum. B) Camera Controller. C) PC interface card. D) Compatible software. E) Cables. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
