Description

The National Institute of Standards and Technology (NIST) plans to issue an order on a sole source basis to the University of Hartford, a non-profit institution, located at 200 Bloomfield Avenue, West Hartford, Connecticut, 06117-1599 under the authority of FAR 13.106-1(b). The purpose and objective of this requirement is to have an expert at the University of Hartford Mechanical Engineering Department help NIST to develop dimensional measurement systems and related tolerancing concepts in two related areas where there are unmet needs. The first area is cylindricity, where it is currently unclear as to the most appropriate way to specify this geometric quantity in relation to functional performance needs. The second area is measurement and tolerancing of small structures (in particular, including cylindricity) where there is a need to develop new measuring systems and to understand the real measurement/tolerancing needs for small structure measurements in applications ranging from optoelectronics and telecommunication to fuel injectors. The individual that will perform these tasks is a recognized expert in this field and brings unique qualifications to meet these requirements. The period of performance will be seven months from date of contract award. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. The anticipated award date of the order is on or about 10 days from the date of this notice. See Note 26.=20
