- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-001-4389-01 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 97-26. This acquisition is unrestricted. The NAICS code is 541380. The small business size standard is $5M. Item description : Efforts are underway to obtain EPA registration for a biopesticide developed at the USDA, ARS, National Peanut Research Laboratory. The biopesticide is a nontoxigenic strain of Aspergillus Flavus which is applied to peanut fields to reduce aflatoxin contamination of peanuts. Certain toxicity/pathogenicity studies with the biopesticide ingredient (conida of the Aspergillus flavus strain) are needed to fulfill part of the registration requirements. Specific tests needed are: (1) 885.3150 Acute pulmonary toxicity/pathogenicity (rat); (2) 885.3200 Acute injection toxicity/pathogenicity (rat) (3) 885.4100 Avian inhalation test, Tier I (Bobwhite quail). All tests must be conducted following good laboratory practices using specific guidelines outlined in Series 885 Microbial Pesticide Test Guidelines of the EPA Office of Prevention, Pesticides, and Toxic Substances, which can be found at www.epa.gov/docs/oppts-harmonized/885-microbial-pesticide-test-guidelines/series/ . A Protocal must be submitted with bid. Payment under this contract will be made by electronic funds transfer. Successful offeror must accept government purchase card or be set up with USDA vendor express program at the time invoice is submitted. Delivery is FOB Destination to USDA, ARS, Dawson, GA. The government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. The contracting officer will make award based on price and Protocal evaluation. Offerors must include two or more references demonstrating past performance of this type of testing. Buy American Act will apply. In the event of unacceptable performance, EPA shall have the option of rejecting all or part of a data package. Performance as specified by the contract will serve as a basis of acceptance. Payment will be made upon acceptance of the data package by EPA. NO PAYMENT SHALL BE MADE FOR REJECTED DATA by EPA. The following FAR clauses cited 52.212-5 ; 52.203-6; 52.203-10; 52.219-8; 52.222-26; 52.222-35; 52.222-36; 52-222-37; 52.225-3; 52.222-18; 52.225-21 are applicable to this acquisition.
