Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This notice is being issued as a Request for Quote (RFQ) to analyze, consult,and develop plans for the consolidation of the Manufacturing Engineering Division resources currently housed in two separate buildings in accordance with the following requirements: The NASA Glenn Manufacturing Engineering Division (MED) offices and facilities are currently housed in two separate manufacturing areas, Buildings 14 and 50. MED's vision focuses on MED as the Inter Center for Manufacturing Enterprises, setting standards for the rest of the Agency in the areas of advanced materials and manufacturing processes, virtual manufacturing designs, integrated measurement sciences and fully automated manufacturing. MED believes that the consolidation of both human and physical resources into one building (Building 50), would enhance project communications, concurrent engineering and manufacturing work processes, and develop a stronger enterprise approach to manufacturing issues. Scope of Work The Contractor shall furnish Industrial Design Services required for the consolidation of MED resources, currently housed in Buildings 14 and 50, into Building 50. The Contractor shall make an assessment of the uniqueness and effectiveness (state of technology, critical capability, frequency of use, condition of repair, etc) of the equipment that currently exists in both buildings, analyze and recommend future equipment requirements, recommend manufacturing work flow processes and develop preliminary plans for the consolidation of manufacturing engineering facilities into an efficient Advanced Technology Center. This shall be performed in the areas of: Advanced Composites and Materials Technology: the Contractor shall make recommendations on next generation powdered metal/materials applications and advanced equipment technologies to support these materials. Precision Manufacturing Technology: the Contractor shall make recommendations on next generation high speed/high velocity machining equipment, intelligent machines, including microprocessor based smart manufacturing centers, micro machining equipment, virtual machining capabilities including supporting hardware and software, and automated fabrication processes including robotics manufacturing in a non mass production arena. Integrated Measurement Sciences Technology: the Contractor shall make recommendations on equipment technologies to support the fabrication of Nano Electro-Mechanical Systems (NEMS) technology and Micro-Electro-Mechanical Systems (MEMS) technology. This shall include atmospheric pressure chemical vapor deposition chambers, low-pressure chemical vapor deposition chambers, probe stations, scanning electron microscopes, and scanning tunneling electron microscopes, photolithographic alignment, reactive ion etching chambers and thin film deposition chamber. Project Operations and Process Engineering: the Contractor shall make recommendations on software packages for job tracking systems. Based on the assessment performed above, the Contractor shall develop and provide a preliminary schematic layout of each individual area. Concerning the building layout and equipment layout, detailed or construction drawings are NOT required as a deliverable. The Contractor shall provide written recommendations concerning the relocation and consolidation of equipment from the two buildings to Building 50 space would include: 7 MED priorities relating to future mission objectives on Manufacturing Engineering support functions at NASA Glenn. 7 Critical equipment capabilities that are basic to supporting NASA programs. 7 Feasibility of relocation of unusually large machines versus other alternatives. 7 Floor space and overhead clearance requirements of equipment. 7 Requirements for special foundations or enclosures such as clean rooms. 7 Overhead crane requirements for moving large heavy items. 7 Availability of utilities (power, water, air, etc.) 7 Environmental impacts of laboratory operations. 7 Safety and health considerations. 7 Relocation costs. Deliverables: Pre-schematic layout, written analysis and recommendations. The following is additional information concerning Building 50: The total square footage of Building 50 is 32,000 square feet, there are no beams in place that will affect the proposed consolidation, and there are two overhead cranes located in Building 50, one in the northern bay and one in the center bay. The provisions and clauses in the RFQ are those in effect through FAC 97-24. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 541420 and $5 million, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to the NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 is required within 90 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by June 27, 2001 4:30 pm local time and may be mailed or faxed to Marilyn D. Stolz, 21000 Brookpark Road, M.S. 500-306, Cleveland, OH 44135 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference. Technical acceptability will be determined by information submitted by the offeror providing a description in sufficient detail to demonstrate their technical approach concerning how they plan to perform the requirements. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Unless otherwise stated in the solicitation, for selection purposes, specifications, total price, and the best value criteria are essentially equal in importance. The offeror is encouraged to address the best value criteria shown below as part of their offer. The following best value criteria will be considered for this procurement. Experience: an offeror that demonstrates that it has performed industrial design services for a manufacturing environment within the last 3 years. Cite prior contracts, describing what was performed and provide points of contact. Delivery schedule. An offer to perform the requirements in less than 90 days. Past performance: demonstration that prior contracts were performed on schedule (provide contract number and point of contact). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
