Architect and Engineering Services Construction General Services Administration, Contracts Branch (1PC) 10 Causeway Street, 9th. Floor, Boston, MA 02222-1077 SUPPLEMENTAL A/E Northern/Southern NEW ENGLAND STATES=20 =20 This is a SOLICITATION for Open-End Fixed Price Indefinite Delivery/Indefinite Quantity Contracts for Supplemental Professional Architect/Engineer (A/E) Services (NAICS CODE 541310). It is anticipated that two (2) separate contracts will be awarded, each contract will include base year plus four (4) one year options. One contract will be for Supplemental A/E Services for projects which are located predominantly in the Southern New England area covering the States of MA, RI, and CT. The other contract will be for Supplemental A/E Services for projects which are located predominantly in the Northern New England area covering the States of ME, NH and VT. Projects will generally involve repairs, alterations and improvements in connection with existing buildings or properties with construction costs ranging from $50,000 to $1.8 million. All projects may be designed in the metric system of measurement. Design services to be provided include, but are not limited to, interior space alterations, furnishing partial and/or complete design or survey services which may involve all disciplines or one or more discipline support for a project or survey, including architectural, structural, civil, fire safety, estimating, mechanical, electrical, geotechnical, asbestos, lead paint, landscaping and interior engineering services for reports, investigations, planning, programming, subsoil investigations, site surveys, and analysis, site utility studies, geotechnical engineering services, environmental studies, estimating and cost/pricing services, energy studies/audits, pre-design services, program/project development, design concepts, tentative design, working drawings and specifications, construction inspection/ services, post construction contract services (shop drawing review) materials and other related documents. All when so authorized by execution of task orders. In addition, project management and inspection shall be included as an option on projects designated. Consideration is limited to firms that have an active design production office within the geographic limitation of the areas that they are submitting on (Northern New England or Southern New England). Joint Ventures or firm/consultants arrangements will be considered and evaluated for demonstrated interdependency ability to provide a quality design effort. Respondents must demonstrate capability and a planned approach to perform all contract services within the designated geographical area of consideration. At least one member of any proposed joint venture must have an existing production office within the geographic limitation of the areas they are submitting on (Northern New England or Southern New England). Only one contract will be awarded to a particular firm or joint venture. Firms should indicated which contract(s) they wish to be considered for by stating Norhern NE or Southern NE in their submittal. Supplemental information, such as representative examples of prior relevant projects is encouraged . Services as prescribed for each separate project will be a fixed price work order to an open-end supplemental contract. The total cumulative fee of open-end supplemental contract is up to $750,000 for each one year period. The minimum guaranteed contract amount is $2,500 for the base year and each of the option years, if exercised. A separate fee will be negotiated for each work order amendment. The fee will be based on the overhead, profit, and employee wage rates as established in the supplemental contract. Selection will be based on the following evaluation criteria: 1. Experience (35%) firms experience in designing repair and alteration type projects with construction costs ranging from $50,000- $1.8 million with emphasis on firms in-house capabilities and experience working under budgetary and scheduling constraints. 2. Design Ability (25%) key personnel past experience with respect to design and coordination of repair and alteration projects of this size and complexity. 3. Oganization (25%) firms ability to meet design and construction administration and supervision requirements within the designated geographical area. 4. Cost Control (15%) firms ability to develop accurate project budgets and control costs during the design process. THIS IS NOT A REQUEST FOR PROPOSAL.
