Description

The U.S. EPA intends to negotiate on a sole source basis with Aspen Technology under the authority of FAR Part 6.302 for the procurement of a single user license renewal for ICARUS Process Evaluator system software including technology updates, cost updates, and technical support. EPA source research indicates that Aspen Technology is the only provider of this software used by EPA's existing new process cost engineering system which utilizes the Aspen Plus process simulator and Icarus cost software. This notice of intent is not a request for competitive quotations. Any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the POC within fifteen days of electronic posting of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotations. However, all proposals received within fifteen after date of electronic publication of this synopsis will be considered by the Government. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The anticipated award date is 7/9/01. The NAICS code is 541519. See Numbered Note 26.
