- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26*** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested quoters may submit a quote.***This is a brand name or equal procurement. Brand name or equal description is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency requirement.***The National Institute of Standards and Technology (NIST) has a requirement for an FTS-7000e Mid-IR Fourier Transform Infrared Spectrometer (FTIR) System, Bio-Rad Part Number 099-2172 or equivalent. The system will be used to evaluate the orientation, quality, and condition of single molecular layers.***All interested quoters shall provide a quote for the following line items:=20 Line Item 0001: Quantity one (1) FTS-7000e Mid-IR FTIR Spectrometer System, Bio-Rad Part Number 099-2172 or equivalent meeting all of the following required specifications: (1) A minimum of 160 mW of IR energy delivered to the sample compartment; (2) Linearized pre-amplifiers for MCT detectors to allow the MCT detector to be used over a wide range of energies, and optimum sensitivity for quantitative experiments; (3) A high stability interferometer bearing , and dynamic alignment including both tilt compensation and velocity correction; (4) A standard spectral range of 4500-400 wavenumbers; (5) Software that maintains the processing history of spectra, including all manipulations and collection parameters; (6) Three independently purgeable compartments (detector, sample, and interferometer) for little or no purge time after sample introduction.***Line Item 0002: Quantity one (1) each Upgrade to linearized high sensitivity MCT and Peltier cooled DTGS dual detector assembly from the standard single DTGS detector that comes with line item 001. Bio-Rad Part Number 013-4472-4 or equivalent.***Line Item 0003: Quantity one (1) each Laser Printer for PC Systems, Bio-Rad Part Number 099-1538 or equivalent meeting the following required specifications: 100-115V.***Line Item 0004: Quantity one (1) each Pike HATR, Combined Trough and Flat Plate System, Bio-Rad Part Number PIKE-022-1210 or equivalent meeting the following required specifications: 45 degree ZnSe crystals.***Line Item 0005: Quantity one (1) each Pike Vee Max II, Bio-Rad Part Number PIKE 013-1010 or equivalent meeting the following required specifications: (1) Manual polarizer variable angle specular reflectance accessory; (2) A grazing angle apparatus with variable angle capability; (3) High optical throughout; (4) Purgeable.***The Contractor shall state the warranty coverage provided for all line items.***Delivery shall be FOB Destination. The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001.*** Delivery shall be 30 days after receipt of the purchase order.***Award will be made to the quoter whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical and Past Performance, when combined, are significantly more important than price. Evaluation of Technical Capability will be based on the information provided in the quotation. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristic, which clearly documents that the offered product(s) meet or exceed the specifications stated above and meet the needs of the Government in essentially the same manner as the brand name. Evaluation of Past Performance will be based on the references provided IAW FAR 52.212-1(b)(10). Quoters shall provide a list of at least two (2) references to whom they have provided the same or similar equipment.
