Description
The United States Section of the International Boundary and Water Commission has a requirement for a firm-fixed contract for the replacement and enhancement of telemetry systems located in both the Rio Grande basin (all work will be confined to the U.S./Mexico border region) and the Western Boundary streams including the Lower Colorado River, Tijuana River, and Whitewater Draw. The Telemetry Upgrade Portion of the USIBWC Hydrographic Data Collection Rehabilitation Project will proceed in two phases. Phase I to address acquisition, installation, and implementation of equipment and systems in Fiscal Year 2001 (October 1, 2000 through September 30, 2001) which will be limited to portions of the Rio Grande. Phase II to address acquisition, installation and implementation of equipment and systems in Fiscal Year 2002 (October 1, 2001 through September 30, 2002). The Scope of Services for Phase I requires the furnishing of base stations (hardware/software) at various locations set up for Line-of-Sight (LOS) radio communications, LOS radio and GOES/Satellite Direct Readout Ground Station, or GOES Direct Readout Ground Station. Satellite dishes are required with GOES system at two locations. Base station software must be commercial off-the-shelf and provide the capability of both programmed time interval interrogation of sites and on demand queries for data through LOS; tipping bucket rain gages; data loggers; shaft encoder; Yagi Antennae for GOES Satellite Communications; cables; and training. The Scope of Services for Phase II requires the furnishing of a base station set up with hardware/software for telephone communications; tipping bucket rain gages; data loggers; shaft encoders; Yagi antennae for GOES satellite communications; and cables. Funds are not presently available for Phase II. Tentative dates for issuing and opening RFP 01-33 are 7/9/01 and 8/8/01 respectively. Requests for RFP 01-33 must be submitted in writing by July 5, 2001 to the International Boundary and Water Commission, U.S. Section, Attn: Irma Gurrola, 4171 North Mesa, C-310, El Paso, Texas 79902-1441. No telephone requests will be accepted. This requirement is a 100% set-aside for small business concerns. The applicable NAICS code for this procurement is 334519. The applicable small business size standard is 500 employees.
