Description
The Naval Air Warfare Center Weapons Division, Point Mugu, CA 93042-5001 plans to use a Time and Material, Indefinite Delivery/Indefinite Quantity contract to procure on an other than full and open competition basis Contractor Engineering Technical Services (CETS) to various fleet and shore activities for the Naval Air Technical Data and Engineering Service Command (NATEC) from Martin-Baker Aircraft Company, LTD; Lower Road, Higher Denham, Nr Uxbridge, Middlesex UB9 5AJ, England. Martin-Baker is the seat designer and Original Equipment Manufacturer (OEM) of the equipment to be supported. This effort includes proficiency training and technical guidance for Navy personnel in the installation, operation and maintenance of EA6B/F14/F18 Ejection Seats and F14/F18 Naval Aircrew Common Ejection Seats (NACES). The effort will be performed at NATEC facilities in San Diego, CA and Norfolk, VA. Installation of the NACES egress system is ongoing and will continue through FY 2004. The proficiency training and technical guidance will provide the engineering expertise for the current EA6B/F14/F18 ejection seat and will be required to continue into the future as the NACES egress system in the F18E/F program develops and ultimately becomes incorporated into all naval aircraft. The tasks support all levels of maintenance including organizational, intermediate, and depot for the ejection seats. Martin-Baker is the only source for current technical data, equipment modifications and engineering expertise needed to perform the required tasks. No other firm possesses the required data and technical representatives with expertise on these systems. The government does not possess the required data, knowledge of equipment modifications, or engineering expertise, which precludes the use of a competitive procurement. A one-year base period with two one-year option periods is anticipated. Award of a contract is expected on 1 January 2002 and the contract will continue through 31 December 2004 if all options are exercised.
