Description

Request for Information and Sources Sought. The Fleet Industrial Supply Center, San Diego is seeking comments and questions from qualified prospective offerors on the draft Performance Work Statement (PWS) located on the FISC San Diego web-site (http://www.sd.fisc.navy.mil). Interested parties are invited to access, review and comment on our Draft PWS. Does the PWS include adequate description of the services required and standards of performance or unnecessarily restrict private sector participation? This requirement is for an OMB Circular A-76 Cost Comparison Study. The intent of the study is to determine the most efficient and cost effective method of providing Administrative Services for Commander, Naval Surface Force, Pacific and subordinate commands. Services include, but are not limited to, Accounting Services, Civilian Timekeeping Services, Legal Services, Public Affairs Services, Administrative Support Services and Credentials and Health Care Quality Assurance Services. It is anticipated that the contract type will be a firm-fixed price with award fee provisions for a base period and four option years. Interested parties are reminded that the draft PWS is a working document and is subject to revision before official solicitation. To enable the Government to estimate the business type and number of prospective offerors for acquisition planning purposes, provide your company name, mailing address, e-mail address, point of contact, phone number, and facsimile number. In addition, to assist in the planning of the acquisition strategy, respond to the following questions: (1) Is your business a large or small business? (2) If small, does your firm qualify as a small emergent business or a certified small disadvantaged business (3) Is your firm a certified HUBZone firm? (4) Is your firm a woman-owned business? (6) Is your firm a certified service- disabled veteran owned or veteran-owned firm? The proposed acquisition may be competed as a Small Business Set-Aside based upon the number of responses from small business concerns and their technical capability briefings. Small Business firms should provide a Technical Capability Package of no more than 3 pages. The package should include a qualification statement and any other documentation to demonstrate the contractor's ability to perform the work delineated in the Draft Performance Work. This acquisition will be conducted under North American Industry Classification System (NAICS) 561110 (Office Administrative Services), which establishes a small business size standard of $5M. All interested prospective offerors must use the Internet to respond to lynda_f_hall @sd.fisc.navy.mil NO LATER THAN 5 JULY 2001. Telephone and facsimile responses to this synopsis will not be accepted. NO SOLICITATION EXISTS AT THIS TIME. It is currently anticipated that the solicitation will be released by August 31, 2001. The solicitation and any subsequent amendments resulting from this announcement will be available to interested parties via the Navy Electronic Commerce Online (NECO) Web Site http://www.neco.navy.mil. The Government will not compensate any respondent for any cost incurred in developing information provided to the government. Strict confidentiality of proprietary information is assured to the extent permitted by federal law. The government will not post an electronic bidder list for this requirement
