- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS (FAR 13.5). This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 421830 with a small business size standard of 500 employees. However, this acquisition is unrestricted and all interested parties may submit a quote. The National Institute of Standards and Technology (NIST) has a requirement for three (3) Computer Numerical Control/Manual Vertical Multi-Mode Milling Machines. All interested parties shall provide a quote for the following line items: Line Item 0001: Computer Numerical Control/Manual Vertical Multi-Mode Milling Machines: Quantity three (3) each. Each machine shall meet the specifications as stated in the RFQ Attachment, which is located at http://www.fedbizops.gov/ under solicitation SB1341-01-Q-0511. A SITE VISIT will take place on June 28, 2001 at 10:30 a.m., Eastern Standard Time (EST). Attendees will convene at NIST, Supply & Plant, Building 301, 100 Bureau Drive, Room B162, Gaithersburg, Maryland. The site visit will include a tour of the facilities wherein the milling machines will be installed, housed, and operated. Total floor space requirement for each entire machine and any auxiliary components shall not exceed 46.5 square feet (defined approximately by a 80" x 70" envelope). The maximum dimensions existing for rigging the machine (per single piece before assembly) into the final location are 60" width by 88" height, not including the rigging apparatus such as floor skates, floor plates, and the like. A 6,000 lb. capacity service elevator is in the rigging path. Potential offerors are strongly encouraged to attend the site visit. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Line Item 0002: Training: The contractor shall provide a one week, 40 hour training session on-site at NIST in Gaithersburg, Maryland for two (2) people per machine. The training shall include instructions on (a) Installation and maintenance of each machine; and (b) Operation of each machine, all accessories and tooling of each machine. Line Item 0003: Warranty (Refer to the warranty specifications under Section 8, Warranty set forth in the RFQ Attachment). Line Item 0004: Delivery FOB Destination plus installation and testing: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the purchase order; and pay and bear all charges to the specified point of delivery. Further, the Contractor shall deliver, install, and test each machine to the locations as directed by the NIST, Fabrication Technology Division, Manufacturing Engineering Laboratory, Gaithersburg, MD at no additional cost to the Government. The Contractor shall be responsible for loss and damage during delivery, install, and testing occurring before final acceptance. Delivery shall occur within 90 days after receipt of the purchase order. The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose quotation, conforming to this synopsis/solicitation, will offer the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: 1) Technical capability to meet agency need. Offerors responding to this RFQ shall note by item as listed in the specifications exceptions to and exceedences of the specifications for the purpose of competitive technical evaluation of the quotes. Evaluations of the machine tool performance as stated in Section 4 of the specification will be based on the vendor's specified values and accuracies as submitted in their response to the RFQ. 2) Past Performance and 3) Price. Technical capability and past performance when combined are more important than price. The provision at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions applies to this acquisition, including subparagraphs: (1) 52.203-6. All offerors shall submit the following: 1) Three (3) copies of a quotation which addresses Line Items 0001 through 0004 which shall include exceptions and exceedences of the specifications by item as listed in the specifications; 2) Technical description and/or product literature; 3) Two (2) copies of the most recent published price list(s); 4) A list of two (2) contracts/purchase orders completed during the past three years for similar equipment with the following information: Name of contracting activity, contract number, contract type, total contract value, contracting office and telephone number, and program manager and telephone number; 5) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at www.arnet.gov/far; and 6) Software licenses, if applicable to this requirement.
