DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26*** The associated North American Industrial Classification System (NAICS) code for this procurement is 421490 with a small business size standard of 500 employees.***This acquisition is unrestricted and all interested quoters may submit a quote.***This is a brand name or equal procurement. Brand name or equal description is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency requirement.***The National Institute of Standards and Technology (NIST) has a requirement for one (1) Position Sensitive Proportional Counter and Data Acquisition System, Ordella Model 1348N or equivalent. This detector is intended for use inside a newly developed detector shield, where it will be integrated with other equipment in order to provide a high-performance system for neutron scattering.***All interested quoters shall provide a quote for the following line item: Line Item 0001: Quantity one (1) Position Sensitive Proportional Counter and Data Acquisition System, Ordella Model 1348N or equivalent meeting all of the following required specifications. (1) The radial detector system defined by these specifications shall fit within the following bounding box: Height over all: 16 inches; Width over all: Not-to-exceed 17 inches; Total included arc: Not-to-exceed 57 degrees; (2) Active volume description: Height of active volume: Between 6.25 and 6.75 inches; Depth of active volume: Between 1.9 and 2.1 inches; Radius of active volume: Between 35 and 37 degrees of arc; Focal distance: Between 14 and 15 inches from the inside window; Spatial resolution: 48 pixels minimum for a pixel size of approximately 0.75 degrees of arc; Distance between bottom mounting plane and horizontal centerline of active volume: Between 10.25 and 10.75 inches; (3) Outside electrical interface: Power: 120 Volts AC; Data: Ethernet; (4) Outside mechanical interface: Bolt pattern: Details set after review (See item 1 of the delivery schedule); (5) Neutron detection performance: Detection efficiency: 75% for 1 Angstrom neutrons; Overall count rate capability: 10**7 neutrons per second minimum; Maximum count rate per pixel: 2x10**5 neutrons per second minimum; Integral linearity: 2% or better; Differential linearity: 15% or better; Bias voltage: 4 kV or less.***The Contractor shall state the warranty coverage provided for all line items.***Delivery shall be FOB Destination. The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001.***The Contractor shall adhere to the following delivery schedule: Deliverable 1: Outside mechanical interface definition -- Due Date: 100 days ARO; Deliverable 2: Outside data and electrical interface definition -- Due Date: 200 days ARO; Deliverable 3: Full Assembly -- Due Date: 360 days ARO. Partial payments shall be made upon receipt and acceptance of each deliverable by the Contracting Officer's Technical Representative (COTR).***Award will be made to the quoter whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical and Past Performance, when combined, are significantly more important than price. Evaluation of Technical Capability will be based on the information provided in the quotation. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristics, which clearly documents that the offered product(s) meet or exceed the specifications stated above and meet the needs of the Government in essentially the same manner as the brand name. Evaluation of Past Performance will be based on the references provided IAW FAR 52.212-1(b)(10). Quoters shall provide a list of at least two (2) references confirming the use of the holder.
